Pursuant to your request, Four Corners Environmental, Inc. (Four Corners) is pleased to provide the<br />

enclosed final letter of emergency response and sampling activities for the Salt River Biodiesel Release at<br />

<strong>Sky</strong> <strong>Harbor</strong> International Airport in <strong>Phoenix</strong>, Arizona. Project activities have been completed in<br />

accordance with Four Corners’ Proposal Number P-12-087, dated September 24, 2012.<br />

PROJECT BACKGROUND<br />

A City of <strong>Phoenix</strong> grader broke a fuel valve during grading work on a roadway along the southern portion<br />

of the Salt River on September 24, 2012. The biodiesel release impacted an approximately 0.3 mile long<br />

portion of a dirt roadway on the southern bank of the Salt River channel. Approximately 74 gallons of<br />

biodiesel fuel was reportedly released to the dirt.<br />

The City of <strong>Phoenix</strong> contracted Four Corners to provide characterization of impacted and stockpiled soil<br />

for disposal, conduct soil remediation oversight, and confirmation sampling activities after completion of<br />

the excavation. In accordance with regulations and our understanding of the disposal site requirements,<br />

the soil was tested for contaminants including volatile organic compounds (VOCs), Total Resource<br />

Conservation and Recovery Act (RCRA) 8 Metals, polynuclear aromatic hydrocarbons (PAHs), and total<br />

petroleum hydrocarbons (TPHs). Confirmation soil sampling was tested for contaminants including VOCs<br />

and PAHs, only.<br />
