The annual training consists of a Microsoft PowerPoint presentation. PECM and their<br />

stormwater consultants developed a web-accessible stormwater training program to<br />

increase the dissemination of stormwater compliance information directly to tenant<br />

employees. Co-permittee employees are able to access the training program through the<br />

stormwater website (http://skyharbor.com/stormwater) and print individual<br />

Certificates of Completion when they complete the training to document training was<br />

completed. PECM encourages co-permittees to use the online training to train their<br />

employees. If the online training is not used, co-permittees’ employee training must<br />

cover the same material covered in the online training and co-permittees must provide<br />

PECM with a copy of the training used. Co-permittee employee training attendance is<br />

verified during annual Comprehensive Facility Inspections (CFIs) (see Section 6.3).<br />

Annual training covers the components and goals of the SWPPP (including the CMs in<br />

Attachment 3), new SWPPP requirements, visual monitoring, preparation for the annual<br />

CFIs, and a summary of the most prevalent issues of concern during the previous year’s<br />

inspections. In addition, PECM selects a special topic to be covered each year such as<br />

oil/water separator maintenance or SPCC plans. The 2013 training included an<br />

interactive visual monitoring exercise, examining samples and filling in a visual<br />

monitoring form, and a scavenger hunt to locate information in the SWPPP.<br />

Training sessions are generally conducted prior to annual CFIs to refresh co-permittees<br />

on the SWPPP requirements. The training sessions last approximately two hours and<br />

typically, multiple training sessions are offered at different times over the course of<br />

several days to accommodate shift workers.<br />

PPT Members /COPAD department representatives are notified by phone or e-mail of<br />

the training dates and location. The Annual Training Attendance Form provided in<br />

Attachment 7 is used to document attendance. COPAD’s training attendance sheets are<br />

uploaded to the <strong>Stormwater</strong> Database.<br />

6.2 Monitoring<br />

Analytical monitoring (MSGP-2010 Part 6.0) is not required because PHX deicing<br />

operations use less than the threshold quantities of deicing chemicals (see Section 1.3).<br />

Since no monitoring is required, there is no requirement for a Sampling and Analysis<br />

<strong>Plan</strong>.<br />

6.3 Inspections<br />

As required by MSGP-2010, PECM or its stormwater consultant conducts routine facility<br />

inspections, visual assessments, annual CFIs, and deicing inspections for all copermittees<br />

accompanied by each co-permittee PPT member. As required by MSGP-2010<br />

Part 4.3, the CFIs are generally conducted in the winter, which is the period when<br />

deicing is most likely to occur at PHX. The MSGP-2010 Part 8.S.6.1 requires monthly<br />

inspections during the deicing season (generally November – February).<br />

PECM maintains all inspection data in the <strong>Stormwater</strong> Database. The database includes<br />

contact information for each co-permittee in addition to a list of the activities conducted<br />
