Section 6 - Schedules and Procedures<br />

6.1 Control Measures Maintenance<br />

MSGP-2010 Part 2.1.1.3 requires that CMs identified in the SWPPP must be maintained<br />

in effective operating condition. When COPAD or a co-permittee discovers a CM that is<br />

not operating effectively, maintenance must be performed within 14 days or prior to the<br />

next measureable storm event, whichever is sooner.<br />

6.1.1 Co-permittee-Owned Control Measures<br />

Regular inspection and maintenance of co-permittee-owned CMs, such as spill kits,<br />

structural covers and oil/water separators, are the responsibility of the co-permittee.<br />

Oil/water separators must be visually inspected on a regular basis and pumped out<br />

when necessary. Oil/water separator owners are required to maintain maintenance and<br />

inspection records for these structures. If necessary based on the types of discharge to<br />

the separator, co-permittees are required to sample the material to be pumped for waste<br />

profiling to ensure it is properly manifested, transported and disposed.<br />

Where treatment devices, facilities or interceptors are used in direct connection to the<br />

public storm drain system, those devices, facilities or interceptors shall be maintained<br />

continuously in satisfactory and effective operation by the owner at their expense.<br />

The following Control Measure shall be implemented at all oil water separators (OWS)<br />

that discharge to the storm drain system:<br />

(1) monthly inspection of inlet area and OWS chambers for releases, oil, trash, debris,<br />

and oil accumulation<br />

(2) monthly inspection of the OWS discharge point for releases or staining<br />

(3) minimize stains, trash, debris, and non-stormwater to OWS inlet area<br />

(4) remove the OWS contents (and re-filling with clean water) in the event that oil is<br />

observed in the OWS single and/or final chamber.<br />

Written records and documentation of all inspection, cleaning, repair, and maintenance<br />

shall be provided at each annual stormwater inspection and maintained by the OWS<br />

operator for a minimum of five years and made available to the City upon request.<br />

Failure to prevent releases from the OWS to the storm drain will subject a co-permittee<br />

to a Notice of Violation and may result in conversion of the OWS to a sump or require<br />

additional engineering controls.<br />

COPAD conducts quarterly routine and annual comprehensive facility inspections<br />

(CFIs) of co-permittees’ facilities (see Section 6.3) to meet the inspection requirements in<br />

the MSGP-2010 and to verify maintenance of co-permittee owned CMs. CM<br />

maintenance identified during those inspections are discussed with the co-permittees at<br />
