8. Uncontaminated groundwater or spring water;<br />

9. Foundation or footing drains where flows are not contaminated with process<br />

materials such as solvents;<br />

10. Hydrostatic testing of new pipes, tanks or vessels using potable water, surface<br />

water, or uncontaminated groundwater; and<br />

11. Discharges of water associated with drilling, rehabilitation and maintenance of<br />

potable or non-potable water wells and piezometers, or water supply or water<br />

quality evaluations including:<br />

a. Discharges from any borehole not fully developed;<br />

b. Well purging;<br />

c. Well/aquifer pump tests not associated with groundwater remediation<br />

activities;<br />

d. Backflushing of injection wells provided the discharge meets applicable<br />

water quality standards<br />

All other non-stormwater discharges are considered unauthorized.<br />

There are several allowable non-stormwater discharges at PHX. Testing and<br />

maintenance of the fire pumps for the fire suppression systems occur at:<br />

• US Airways facility<br />

• COP Fire Stations<br />

• City of <strong>Phoenix</strong> Buildings, including Terminal 2, Terminal 3, and Terminal 4<br />

• Arizona Air National Guard facility<br />

• Cutter Aviation<br />

• Swift Aviation Services, Inc.<br />

• Southwest Airlines<br />

Pesticides and herbicides are used in limited quantities at PHX in areas subject to<br />

landscape watering.<br />

Parts of the storm drain system at PHX are a continuation of COP MS4 components<br />

located along 24 th , 32 nd , 40 th , and 44 th Streets. There is a potential for unauthorized nonstormwater<br />

discharges to enter the PHX storm drain system through these drainage<br />

ways.<br />

If an unauthorized non-stormwater discharge is identified, COPAD will follow<br />

reporting requirements in Section 6.5 for Corrective Action.<br />
