Section 311 of the Clean Water Act (CWA) or Section 102 of the Comprehensive<br />

Environmental Response, Compensation and Liability Act (CERCLA). For the purposes<br />

of this SWPPP, the definition of significant spills has been broadened to include spills or<br />

leaks that entered the storm drain system.<br />

COPAD has an effective spill response program that includes the City of <strong>Phoenix</strong><br />

Aviation Department Rules and Regulation for Fuel Release and Releases of Other<br />

Regulated Substances (R&R 01-01). This Rule establishes the procedures for internal<br />

reporting, response, clean up, documentation and subsequent notifications associated<br />

with fuel releases and releases of other regulated substances occurring at PHX. The full<br />

There have been no spills of toxic or hazardous pollutants in excess of reportable<br />

quantities under Section 311 of CWA or Section 102 of the CERCLA in the last three (3)<br />

years. Should a reportable spill occur, spill records, including descriptions of incidents<br />

involving significant spills, leaks or other releases that resulted in discharges of<br />

pollutants in stormwater to Waters of the United States (i.e., Salt River), the<br />

circumstances leading up to the release and the measures taken to prevent the<br />

recurrence of such releases will be documented and maintained on COPAD’s<br />

<strong>Stormwater</strong> Database and with the SWPPP in Attachment 5, as required by MSGP-2010<br />

Part 5.4.<br />

4.4 Unauthorized Non-<strong>Stormwater</strong> Discharges<br />

MSGP-2010 Part 1.1.3 lists the following allowable non-stormwater discharges<br />

applicable to PHX:<br />

1. Fire fighting system testing and maintenance, including hydrant flushing;<br />

2. Discharges related to installation and maintenance of potable water supply<br />

systems, including disinfection and flushing activities, discharges resulting from<br />

pressure releases or overflows, and discharges from wells approved by ADEQ<br />

for drinking water use;<br />

3. Uncontaminated condensate from air conditioners, evaporative coolers, and<br />

other compressors and from the outside storage of refrigerated gases or liquids;<br />

4. Irrigation drainage and irrigation line flushing;<br />

5. Landscape watering provided all pesticides, herbicides, and fertilizer have been<br />

applied in accordance with the approved labeling;<br />

6. Routine external building wash down that does not use detergents;<br />

7. Water used to control dust, provided effluent or other wastewaters are not used;<br />
