Section 4 - Summary of Potential Pollutant Sources 4.1 Activities in the Area MSGP-2010 Part 5.1.3.1 requires the SWPPP to identify each area where industrial materials or activities are exposed to stormwater with the potential to discharge and areas from which allowable non-stormwater discharges are released. MSGP-2010 Part 8.S.5.2 requires consideration of pollutant sources in areas of airports where specific activities take place. The following activities performed at PHX have the potential to impact stormwater quality: • Aircraft, Ground Vehicle and Equipment(AVE) Maintenance • Aircraft, Ground Vehicle and Equipment Cleaning • Aircraft, Ground Vehicle and Equipment Storage • Material Storage Areas • Airport Fuel System and Fueling Areas • Building and Grounds Maintenance • Aircraft Deicing Figure 2 identify the specific areas where industrial materials or activities may be exposed to stormwater. In some instances, the chemicals are stored indoors, but may be transferred or activities may be conducted outdoors utilizing the chemicals. The CMs for each activity are provided in Attachment 3. MSGP-2010, Part 8.S.5.2 specifically requires that the potential pollutant sources from the following activities be identified: aircraft, runway, ground vehicle and equipment maintenance and cleaning; and aircraft and runway deicing operations (including apron and centralized aircraft deicing stations, runways, taxiways and ramps). Table 4.1 identifies the industrial activities conducted by each co-permittee. The activities with the potential to discharge pollutants to stormwater are described below. 4.1.1 Aircraft, Ground Vehicle & Equipment Maintenance The majority of co-permittees maintain aircraft, equipment and/or vehicles. Maintenance activities are performed both indoors and outdoors. The rental car companies at the Rental Car Center (RCC) off the airport at a facility west of PHX conduct light vehicle maintenance. While these rental car companies are not formally co-permittees, as tenants on airport property, they are held responsible and inspected for compliance with the requirements of this SWPPP. In addition, there are designated areas at PHX for the storage and maintenance of ground support equipment (GSE). Airport maintenance activities commonly involve the use of lubricating oils, hydraulic oils, solvents, lavatory waste, used batteries, paint, and other cleaning products. Small 13
