Part 8 – Sector-Specific Requirements for Industrial Activity<br />

Subpart Z – Sector Z – Leather Tanning and Finishing.<br />

The permittee shall comply with Part 8 sector-specific requirements associated with the facility’s primary<br />

industrial activity and any co-located industrial activities, as defined in Appendix A. The sector-specific<br />

requirements apply to those areas of the facility where those sector-specific activities occur. These<br />

sector-specific requirements are in addition to any requirements specified elsewhere in this permit.<br />

Covered <strong>Stormwater</strong> Discharges.<br />

The requirements in Subpart Z apply to stormwater discharges associated with industrial activity from<br />

Leather Tanning and Finishing facilities as identified by the SIC Code specified under Sector Z in Table<br />

C-1 of Appendix C of the permit.<br />

Storage Areas for Raw, Semi-processed, or Finished Tannery By-products. Minimize<br />

contamination of stormwater runoff from pallets and bales of raw, semi-processed, or<br />

finished tannery by-products (e.g., splits, trimmings, shavings). Consider indoor<br />

storage or protect outdoor storage areas with polyethylene wrapping, tarpaulins,<br />

roofed storage, etc. When feasible place materials on an impermeable surface and<br />

enclose or install berms (or other equivalent measures) around the area to prevent<br />

stormwater run-on and runoff.<br />

Material Storage Areas. Label storage containers of all materials (e.g., specific<br />

chemicals, hazardous materials, spent solvents, waste materials) and minimize<br />

contact of such materials with stormwater.<br />

Buffing and Shaving Areas. Minimize contamination of stormwater runoff with leather<br />

dust from buffing and shaving areas by implementing dust collection enclosures,<br />

preventive inspection and maintenance programs, or other appropriate preventive<br />

measures.<br />

Receiving, Unloading, and Storage Areas. Minimize contamination of stormwater<br />

runoff from receiving, unloading, and storage areas. If these areas are exposed,<br />

implement the following (or other equivalent measures): cover all hides and chemical<br />

supplies, divert drainage to the process sewer, or place berms or curbs around the<br />

area to prevent stormwater runoff.<br />

Outdoor Storage of Contaminated Equipment. Minimize contact of stormwater with<br />

contaminated equipment. Implement the following (or other equivalent measures):<br />

clean thoroughly prior to storage, or cover equipment, or divert drainage to the<br />

process sewer.<br />

Waste Management. Minimize contamination of stormwater runoff from waste storage<br />

areas. Implement the following (or other equivalent measures): cover dumpsters or<br />

move waste management activities indoors, cover waste piles with temporary<br />

covering material such as tarpaulins or polyethylene, and minimize stormwater runoff<br />

by enclosing the area or placing berms around the area.<br />

Additional SWPPP Requirements.<br />

Drainage Area Site Map. (See also Part 5.1.2) Identify in the facility’s SWPPP where any of the<br />

following may be exposed to precipitation or surface runoff: processing and storage areas of the<br />

beamhouse, tanyard, and re-tan wet finishing and dry finishing operations.<br />
