Section 3 - Site Description<br />

This section describes facility activities and the airport setting. The MSGP-2010 (Part<br />

5.1.2.3) also requires the SWPPP to identify the nearest receiving water(s) that may<br />

receive discharges from the facility.<br />

3.1 Facility Activities<br />

This section describes industrial activities conducted at PHX as required by MSGP-2010<br />

Part 5.1.2.<br />

PHX is primarily a commercial service airport. There are some private GA tenants and<br />

commercial FBOs providing storage and aircraft maintenance services. PHX is also the<br />

location of the 161st Air Refueling Wing of the Arizona Air National Guard. The airport<br />

was built in 1928 and has been operated by the City of <strong>Phoenix</strong> since 1935. PHX has<br />

undergone several expansions since 1935. In 2012, PHX averaged approximately 1,200<br />

flight operations daily on three existing runways.<br />

Approximately 75 percent of the PHX facility is covered by impervious surfaces such as<br />

buildings, runways, taxiways and parking lots. The pervious surfaces comprising the<br />

remainder of the PHX facility are concentrated in the southern portion of the airport,<br />

along the Salt River. Land use in the surrounding area consists of predominantly<br />

industrial and commercial property.<br />

Industrial activities at this facility include:<br />

• Aircraft, Ground Vehicle and Equipment Maintenance<br />

• Aircraft, Ground Vehicle and Equipment Cleaning<br />

• Aircraft, Ground Vehicle and Equipment Storage<br />

• Material Storage Areas<br />

• Airport Fuel System and Fueling Areas<br />

• Building and Grounds Maintenance<br />

• Aircraft Deicing<br />

3.2 General Location<br />

PHX is located in south central Arizona, approximately two miles east of the central<br />

business district of the City of <strong>Phoenix</strong>. The airport is situated north of the Salt River and<br />

encompasses approximately 2,450 acres. Figure 1 is the General Location Map for PHX.<br />

The map shows the location of the facility and the receiving waters within one mile of<br />

the facility (MSGP-2010 Part 5.1.2.3).<br />

<strong>Stormwater</strong> at PHX drains through a series of storm sewers to 18 outfalls to the Salt<br />

River. Some of the storm sewers are continuations of the City of <strong>Phoenix</strong> municipal<br />
