Good housekeeping measures as outlined in the facility’s SWPPP, and in<br />

accordance with Part 2.1.1.2, such as: ensure materials are properly labeled, clean<br />

up trash, debris and other materials;<br />

Ensure the site is secured, such as locking entrance gates; and<br />

Material stockpiles shall be protected from erosion.<br />

If circumstances change and the facility becomes active and/or staffed, this exemption no<br />

longer applies and the permittee shall immediately begin complying with the applicable<br />

benchmark monitoring requirements as if the facility were in the first year of permit<br />

coverage, including the wet season visual assessment requirements; and<br />

ADEQ retains the authority to revoke this exemption and/or the monitoring waiver where it<br />

is determined that the discharge causes, has a reasonable potential to cause, or contribute<br />

to an exceedance of an applicable water quality standard, including designated uses.<br />

Subject to the two conditions above, if the facility is inactive and unstaffed, the permittee is<br />

waived from the requirement to conduct wet season visual assessments and benchmark<br />

monitoring. The quarterly routine facility inspections are reduced to one routine facility<br />

inspection and one CFI each calendar year. These inspections shall be conducted in the<br />

opposing wet seasons and at least three months apart. The permittee shall also inspect the site<br />

whenever there is a reasonable expectation that severe weather or natural disasters may have<br />

damaged control measures or increased discharges.<br />
