Section 2 - <strong>Pollution</strong> <strong>Prevention</strong> Team<br />

MSGP-2010, Part 5.1.1 requires COPAD to establish a PPT. The PPT is responsible for<br />

assisting the Aviation Director in developing, implementing, maintaining and revising<br />

the SWPPP for PHX. Co-permittees must each identify at least one employee to serve as<br />

a PPT member. The PPT member should:<br />

• Have the knowledge and experience of co-permittee operations necessary to ensure<br />

that all aspects of facility operations are considered for the SWPPP.<br />

• Possess the local knowledge and skills to assess conditions and activities that could<br />

impact stormwater quality at the leasehold, to evaluate the effectiveness of<br />

stormwater pollution CMs, and to participate in routine and annual inspections.<br />

• Implement and maintain stormwater pollution CMs to prevent stormwater pollution<br />

and take corrective actions as necessary.<br />

Primary responsibility for administering COPAD’s <strong>Stormwater</strong> Compliance Program<br />

and for maintaining and updating the SWPPP rests PECM. Co-permittee PPT members<br />

are expected to:<br />

• Assist the facility manager in applying for the NOI.<br />

• Maintain and operate co-permittee-owned stormwater pollution CMs and perform<br />

repairs and maintenance as required.<br />

• Have access to an electronic or paper copy of the SWPPP, including the MSGP-2010.<br />

• Participate in the quarterly routine and annual Comprehensive Facility Inspections.<br />

• Maintain facility-specific documentation (inspection reports, maintenance records,<br />

training records, etc.) at their leasehold.<br />
