Sector S also requires benchmark stormwater monitoring for airports using more than<br />

100,000 gallons per year of glycol-based fluids (MSGP-2010, Part 8.S.7, Table 8.S-1). PHX<br />

is not subject to this requirement because less than 2,000 gallons per year of glycol-based<br />

fluids are used.<br />

COPAD Services<br />

COPAD provides services or facilities to co-permittees specifically to minimize nonstormwater<br />

pollution discharges as described below.<br />

Wash racks installed by COPAD for cleaning small aircraft, vehicles and equipment are<br />

provided to minimize the impact of cleaning activities to stormwater by diverting these<br />

non-stormwater pollution discharges to the sanitary sewer system. Permission to<br />

conduct aircraft washing at an alternate location on the airport property is granted only<br />

after an approved wash plan is on file with PECM.<br />

COPAD provides waste accumulation centers in areas at PHX used for private general<br />

aviation (GA) tenants to ensure proper disposal of fuel samples and small amounts of<br />

used oil and waste solvent. COPAD provides clearly marked containers that GA tenants<br />

are required to use since it is more convenient than requiring these small quantity<br />

generators to arrange for proper disposal.<br />

For accidental spills of fuels and other liquids, COPAD assists with application of<br />

absorbent materials, collection of used absorbent, and sweeps the area with a motor<br />

broom. For large spills, COPAD provides a spill response contractor to ensure proper<br />

containment and clean up. Co-permittees are required to address small accidental spills.<br />

After each spill occurrence, the responsible party is identified and, if necessary,<br />

disciplined after a review of the available facts. In addition, COPAD provides spill kits<br />

at the gates for general use. These spill kits are stocked with the necessary spill response<br />

materials, such as mats and granular absorbents, and are restocked by COPAD<br />

Operations as needed.<br />

COPAD Landside Maintenance provides assistance to co-permittees in cleaning up fuel<br />

spills at a nominal fee. More than 90% of spill cleanup operations are overseen by<br />

COPAD Operations and/or cleaned up by COPAD Landside Maintenance.<br />
