WHAT IS A GANG?<br />
• A self-formed group <strong>of</strong> youths and/or adults<br />
<strong>in</strong>teract<strong>in</strong>g with each o<strong>the</strong>r who engage <strong>in</strong> a range <strong>of</strong><br />
crim<strong>in</strong>al behaviour. It may be loosely or well<br />
organized with established rules <strong>of</strong> conduct
HOW WE CLASSIFY A GANG MEMBER<br />
• The <strong>Ottawa</strong> Police Service uses <strong>the</strong> 6 po<strong>in</strong>t criteria<br />
adopted across Canada, which was developed and<br />
dissem<strong>in</strong>ated by CISC for use <strong>in</strong> classify<strong>in</strong>g persons as<br />
<strong>gang</strong> members.<br />
• 3 <strong>of</strong> <strong>the</strong> 6 criteria must be met <strong>in</strong> order to classify a<br />
person as a confirmed <strong>gang</strong> member and criteria #4<br />
must be one <strong>of</strong> those.
CISC criteria<br />
• #1-Reliable <strong>in</strong>formation that a person is a <strong>gang</strong> member<br />
• #2-Police <strong>of</strong>ficer observes person associat<strong>in</strong>g with known <strong>gang</strong><br />
member(s)<br />
• #3-Persons acknowledges <strong>gang</strong> membership<br />
• #4-Person is <strong>in</strong>volved directly or <strong>in</strong>directly <strong>in</strong> a <strong>gang</strong> motivated<br />
crime<br />
• #5-Court f<strong>in</strong>ds <strong>the</strong> person to be a <strong>gang</strong> member<br />
• #6-Person found to be display<strong>in</strong>g common or symbolic <strong>gang</strong><br />
identification or paraphernalia (street-name, tattoos, colors,)
OTTAWA STREET GANGS<br />
• At any given time with<strong>in</strong> <strong>the</strong> City <strong>of</strong> <strong>Ottawa</strong> <strong>the</strong>re can be between<br />
15-19 identifiable groups operat<strong>in</strong>g, that could be classed as<br />
‘street <strong>gang</strong>s’. Most <strong>of</strong> <strong>the</strong>se groups can be listed as sub groups<br />
<strong>of</strong> <strong>the</strong> Crips or <strong>the</strong> Bloods .<br />
• Traditional ‘Hardcore’ <strong>gang</strong>s & ‘ Hybrid’ <strong>gang</strong>s<br />
• Approximately 434 members/associates
