Welcome<br />
The Georgia Professional Lobbyists Association was<br />
incorporated in 2011 to affiliate registered lobbyists<br />
who seek professional development opportunities and<br />
who desire to educate the public about the business of<br />
advocacy. Our mission is to promote the development of<br />
professionalism, competence and professional standards<br />
for advocates in the public policy arena.<br />
Lobbyists have been an integral part of our<br />
representative system of government since the founding<br />
of the Republic. There are lobbyists involved with the<br />
schools, churches, retail businesses, and corporate<br />
interests you see each day. Of course, each individual<br />
and business can go to the State Capitol on their own<br />
to ask the General Assembly to respond to their needs.<br />
However, professional lobbyists know the intricacies<br />
of the process — who to talk to, how and when to<br />
present an effective argument, and what needs to be<br />
done following. We provide elected officials information<br />
to equip them to weigh different viewpoints and then<br />
decide what is in the best interests of their constituents.<br />
GPLA is committed to promoting professional<br />
development and setting high standards for our<br />
<strong>member</strong>s. We support transparency in lobbying activities<br />
and embrace a strong Code of Ethics for <strong>member</strong>s to<br />
follow. We are developing a certification process for<br />
lobbyists that will ensure continuous education for our<br />
<strong>member</strong>s.<br />

Foreword<br />
Lobbyists in Georgia represent a wide range of entities<br />
from nonprofit charities and small businesses to<br />
national organizations and international companies.<br />
The ability of these entities to conduct business may<br />
be substantially altered by the actions of the General<br />
Assembly, the executive branch and state regulators.<br />
Lobbyists provide relevant, timely and accurate<br />
information and perspective to decision makers who<br />
pass laws and adopt policies that impact Georgia<br />
citizens, businesses and other organizations.<br />
Much is being made of how lobbyists and advocacy<br />
activities should be regulated. The position of the<br />
Georgia Professional Lobbyists Association (GPLA) is<br />
that any person who regularly attempts to influence<br />
public policy on behalf of someone else, an organization<br />
or a business should follow state law and register<br />
with the Georgia Transparency and Campaign Finance<br />
Commission. GPLA also promotes compliance with<br />
state law and regulation for disclosing what lobbyists<br />
and their clients expend to influence the passage of<br />
state policy or law. Since its inception in 2011, GPLA<br />
has provided more than 30 hours of training in ethics,<br />
compliance and professional skills development.<br />
This <strong>directory</strong> reflects the <strong>member</strong>s of the lobbying<br />
profession who have chosen to affiliate with their<br />
professional organization. Each <strong>member</strong> is committed<br />
to more effective advocacy through training,<br />

GPLA Code of Conduct/Best Practices<br />
To help preserve and advance public trust and confidence in<br />
our democratic institutions and the public policy advocacy<br />
process, professional lobbyists should always act in the highest<br />
ethical manner.<br />
The professional lobbyist plays an important role in our system<br />
of government by helping to ensure that public officials have<br />
complete and accurate information with which to make<br />
decisions.<br />
Members of the Georgia Professional Lobbyists Association<br />
(GPLA) should conduct themselves in a way that maintains<br />
public respect for their profession and for processes and people<br />
in all branches of state government.<br />
Members of the GPLA:<br />
1. Shall act with integrity in all relations with public office<br />
holders, clients, potential clients, employers, the public<br />
and other lobbyists.<br />
2. Shall comply with all applicable laws and regulations<br />
governing lobbying and the standards of conduct applying<br />
to officials and staff of all branches of government.<br />
3. Shall disclose the identity of the person or organization for<br />
whom he/she is acting.<br />
4. Shall not knowingly provide information that is inaccurate<br />
to public officials and shall not knowingly engage in<br />
misrepresentation of any nature.<br />
5. Shall not divulge confidential information unless he/<br />
she has obtained the informed consent of their client,<br />
employer or organization, or such disclosure is required by<br />
law.<br />
6. Shall not represent conflicting or competing interests<br />
without the informed consent of those whose interests are<br />
involved.<br />
7. Shall not place public office holders in a conflict of interest<br />
by proposing or undertaking any action that would<br />
constitute an improper influence on a public office holder.<br />
