B. The Alliance shall serve as a planning and<br />

coordinating organization for the State, charting<br />

future directions based on analysis <strong>of</strong> needs,<br />

demands and opportunities, and recommending<br />

future public investments in support <strong>of</strong> the State's<br />

overall technology strategy.<br />

Section 4±<br />

Specific Activities.<br />

A. To undertake studies and surveys and to<br />

convene focus groups, task forces, and committees<br />

to better determine industry needs in technology<br />

development and deployment;<br />

B. To undertake information gathering activities<br />

that focus on research, technology development<br />

and deployment for key industries.<br />

C. To work with existing oversight entities,<br />

including IRMC, and to coordinate existing and<br />

new initiatives <strong>of</strong> state agencies that involve<br />

technology development and deployment, and<br />

encourage cross-agency and intergovernmental<br />

Section 3. Responsibilities.<br />

The Alliance shall have the following functions<br />

and responsibilities:<br />

A. To organize an <strong>of</strong>fice with a board <strong>of</strong><br />

directors representative <strong>of</strong> the public and<br />

cooperation and forming <strong>of</strong> private/public partnerships;<br />

D. To coordinate the State's response to new<br />

Federal government initiatives in research and<br />

technology development that require state investments<br />

or building <strong>of</strong> private/ public partnerships;<br />

B. To conduct needs analyses <strong>of</strong> selective<br />

industries and systems capacity reviews<br />

in order to insure a delivery system<br />

accountable to its industry clients;<br />

C. To develop common outcome-based<br />

evaluation standards and performance<br />

benchmarks for technology service providers;<br />

D. To design a strategy for statewide and<br />

regional industrial centers <strong>of</strong> excellence,<br />

taking into account existing centers and<br />

their capabilities;<br />

E. To propose additional incentive systems<br />

to encourage adherence to strategies by<br />

providers, higher education institutions,<br />

and non-pr<strong>of</strong>it organizations involved in<br />

the technology development and deployment<br />

system;<br />

F. To review, assess and propose additional<br />

initiatives that further assist the State's<br />

Section 5.<br />

Board <strong>of</strong> Directors.<br />

A. The Alliance shall have a Board <strong>of</strong> Directors<br />

<strong>of</strong> 19 persons appointed by the Governor from<br />

among the public and private sectors with a majority<br />

<strong>of</strong> members being from the private sector.<br />

Nine directors shall be appointed from educational<br />

institutions, government (including executive and<br />

legislative branches), and non-pr<strong>of</strong>it institutions.<br />

Ten directors shall be appointed from private<br />

sector industry and technology fields, including but<br />

not limited to, pharmaceuticals and chemicals,<br />

environmental resources, food processing, furniture,<br />

information technologies, metals, paper,<br />

polymers, textiles, transportation and wood products.<br />

All initial directors, except the Chair, shall<br />

serve a one year term, and until their successors<br />

are appointed. Thereafter, terms shall be staggered.<br />

One third <strong>of</strong> the directors shall have oneyear<br />

terms; one third, two-year terms; and one<br />

third, three-year terms. Directors appointed or<br />

industry to<br />
