RECREATION TRUST FUND GRANTS<br />

FOR LOCAL GOVERNMENT<br />

SECTION .0100 -<br />

GENERAL PROVISIONS<br />

.0101 PURPOSE<br />

The Parks and Recreation Trust Fund (PARTF),<br />

pursuant to G.S. 1 13-44. <strong>15</strong>(b)(2), is authorized to<br />

establish a matching grants program for qualified<br />

local governmental units for local park and recreation<br />

purposes. Annually. 20 percent <strong>of</strong> funds<br />

appropriated to the Department <strong>of</strong> Environment.<br />

Health, and Natural Resources (Department) from<br />

PARTF will be allocated to local governmental<br />

units on a dollar-for-dollar basis. Grants will be<br />

awarded using a project priority scoring system.<br />

The purpose <strong>of</strong> this Section is to set forth procedures<br />

to<br />

govern the program.<br />

.0102 ELIGD3LE APPLICANTS<br />

All county governments and incorporated municipalities<br />

<strong>of</strong> the State <strong>of</strong> North Carolina and other<br />

legally constituted local governmental entities <strong>of</strong><br />

the State with the legal responsibility for the<br />

provision <strong>of</strong> recreation sites and facilities for the<br />

use and benefit <strong>of</strong> the general public are eligible to<br />

submit applications.<br />

(1) Multiple cities and counties may apply<br />

jointly for a project.<br />

(2) School districts may submit a joint application<br />

with an incorporated city or county<br />

for funding <strong>of</strong> facilities<br />

located on property<br />

owned by the school district. This<br />

application will result in the school district<br />

and county or city being jointly<br />

responsible for compliance with all<br />

<strong>of</strong> PARTF assisted facilities<br />

(5) A grantee with an active PARTF project<br />

by the closing date <strong>of</strong> an announced<br />

application submission period shall be<br />

ineligible for funds for the fiscal year<br />

covered by the submission period.<br />

.0103 FUNDING CYCLE<br />

Funding cycle dates will be annually established<br />

by the Department.<br />

.0104 APPLICATION SCHEDULE<br />

(a)<br />

A request for proposals, which announce the<br />

funding cycle and participation requirements, is<br />

distributed statewide to all mayors, chairpersons <strong>of</strong><br />

county commissioners, councils <strong>of</strong> governments<br />

and local park and recreation directors.<br />

(b) Notification <strong>of</strong> Intent (NOD forms and<br />

applications are to be submitted to the regional<br />

park and recreation consultant serving the applicant.<br />

(c) NOIs and applications shall be submitted<br />

according to requirements specified in this Rule<br />

and the request for proposals.<br />

(d) State Clearinghouse environmental review<br />

comments made as a result <strong>of</strong> NOI review must be<br />

addressed in the application.<br />

.0105 EVALUATION OF APPLICATIONS<br />

(a) All applications will be evaluated and ranked<br />

based on criteria patterned after the Open Project<br />

Selection Process established for the Land and<br />

Water Conservation Fund. Each eligible applicant<br />

shall be evaluated on the information provided in<br />

the application and in accordance with the established<br />

PARTF project priority scoring system.<br />

(b)<br />

The regional park and recreation consultants<br />

will review and evaluate local government applications<br />

at the regional level before forwarding<br />

applications to the Department's PARTF <strong>Office</strong>.<br />

(c) PARTF program staff will review, evaluate<br />

and rank all project applications based on the<br />

Department's approved PARTF project priority<br />

scoring system.<br />

(d) The PARTF program staff will recommend<br />

a list <strong>of</strong> projects for funding to the LWCF/PARTF<br />

Review Committee. The LWCF/PARTF Review<br />

Committee's membership will be appointed by the<br />

Director <strong>of</strong> the North Carolina Division <strong>of</strong> Parks<br />
