MEETING OF MIDWESTERN COUNCIL BOARDS – MARCH 13, <strong>2008</strong><br />
BOARD OF DIRECTORS<br />
Sam’s Ristorante, Rockford IL. Vice-President Kneubuehl called the meeting to order at 8:05 PM. It was<br />
ascertained that a quorum was present. All <strong>of</strong>ficers were present except Pres. Cassaro and Treas. Harlan, and<br />
clubs were represented as follows: CSCC - Best, Wells; FTR – S. Green, Brozynski; GLSCC – Schley, Kannard;<br />
LSCC – Willert, Martin; MSCC – Wood, Schneider; NSSCC – Dudek, Serra; SC – Lewis, Cromas; SCCR – P. Green,<br />
White. M(Wood) & 2(Martin) to approve February minutes as printed. Pass.<br />
Treasurer’s Report: Harlan was absent due to family illness, so there was no report.<br />
OLD BUSINESS<br />
‣ The new website should go live tonight. Some tweaking will likely be needed. <strong>Clubs</strong> should look<br />
over their portions and notify Cassaro if corrections are needed.<br />
‣ BFR contracts: All are picked up as <strong>of</strong> tonight.<br />
‣ Staff party: Only about 40 people participated, which is less than anticipated. The party was great. It<br />
was suggested to combine the Staff Party and the Banquet for the 50 th Anniversary so that drivers<br />
could honor the staff without whom events could not happen. It was noted that cost may be a factor<br />
for some staff, but they are able to use logbook entries to reduce the banquet fee.<br />
‣ Insurance Update: Two other companies were contacted for quotes. One, which gave better rates, is<br />
the insurer used by SCCA. M(Serra) & 2(White) to accept that program. Pass. Acceptance is<br />
contingent upon whether or not payment has already been made to our original (K&K) insurer.<br />
Cassaro will check on the availability <strong>of</strong> club-sponsored parking lot AX insurance.<br />
‣ Race & Performance Expo: Mar. 15-16 at Pheasant Run in St. Charles IL. Cassaro and others will<br />
attend, 2 cars will be on display, and a good deal was obtained for the space.<br />
‣ Finance Committee: 1)Moved to combine staff and staff travel funds. Pass. 2)Moved to change gas<br />
card allocation from $100/event to $100/day. Pass. <strong>Clubs</strong> can always add to this amount for their<br />
events.<br />
NEW BUSINESS<br />
‣ <strong>2008</strong> Awards Banquet: Date needs to be set and location needs to be booked very soon. MC will<br />
host.<br />
‣ Tech Day: Apr. 12 at Advance Autosports. M(White) & 2(Martin) to provide Wheeler with $150 for<br />
refreshments from the staff fund. Pass. AX Committee meets there at 1:30.<br />
‣ Paul Meyer <strong>of</strong> SCCR has donated one <strong>2008</strong> bobcat UTV to BFR for the season and one to the MC &<br />
clubs for use at events there. A damage waiver would be signed out and BFR will maintain and store<br />
the vehicle.<br />
‣ Elimination <strong>of</strong> Yahoo Groups from the MC website: This will happen tomorrow with the new website.<br />
Schneider expressed the opinion that the groups are good for feedback whereas the passive forums<br />
on the website are not. M(Schneider) & 2(Busse) that the Yahoo mail list remain in its current form<br />
until a full replacement is provided by the MC website, including a push subscription model and both<br />
message and digest formats. Another opinion is that the groups seem to be a forum for a small<br />
number <strong>of</strong> people to communicate with each other and do not provide the info that the website<br />
does. M(H<strong>of</strong>fman) & 2(Martin) to table until Cassaro is here to address some <strong>of</strong> the issues. Pass.<br />
M(Martin) & 2(Schneider) to send a message to the new web person to not shut down the Yahoo<br />
groups yet. Pass. Martin will do so tonight.<br />
‣ P. Green passed out sheets to clubs to detail their responsibilities for organizing their events.<br />
‣ Wheeler noted that (some) drivers don’t want to help staff events and don’t even want to hear calls<br />
for volunteers to come forth so that the race day can begin. While it is each club’s responsibility to<br />
make sure the event is adequately staffed before it begins, the “Pay, play, and leave” attitude <strong>of</strong> many<br />
drivers does not have the family-oriented camaraderie and cooperative attitude that is at the heart <strong>of</strong><br />
the MC.

COMPETITION BOARD<br />
OLD BUSINESS<br />
‣ Autocross Committee: Met on Mar. 4. H<strong>of</strong>fman thanked those who attended the meetings.<br />
• Proposed seatbelt rule changes (in full elsewhere in this issue): These would bring the rules in<br />
line with other sanctioning bodies. M(Committee) to approve changes to take effect<br />
immediately upon publication. M(White) & 2(P.Green) to waive automatic tabling. Pass. The<br />
parts <strong>of</strong> the rule change will be separated. M(Committee) to adopt the new 7.4 to replace the<br />
old 7.4. Pass. M(Martin) & 2(P.Green) to strike the old 7.4.2. Pass. M & 2 to change “require”<br />
to “utilize” in the old 7.4.3. Pass.<br />
‣ Steward Committee:<br />
• It is possible to accommodate 20 AX entrants at a driver school provided a sufficient number<br />
<strong>of</strong> instructors attend. There was concern about adequate instructor availability.<br />
• It was noted that the recent rule change regarding permitted aging <strong>of</strong> belts <strong>of</strong> a harness<br />
system does not apply to AX. Race entries must prominently include this information.<br />
• AX format: This season clubs will have an opportunity to try out different practice formats.<br />
• AX ID cards: Bill Martin showed the design. They will be sent to all drivers who have<br />
competed in AX since 2004 who are current members. For new participants, the form will be<br />
online.<br />
• Steward forum will be used for peer review and communication between meetings.<br />
• Next meeting: Apr. 18, 8 PM, Sam’s Pizza in Rockton. Meeting is also open to club stewards,<br />
bridge stewards and other interested parties.<br />
‣ GCR: Wheeler will complete the changes asap.<br />
‣ Race Staff: Serra is helping with the committee, not serving as director as was rumored. Cassaro will<br />
talk to Rakowski and Krebs for their input.<br />
‣ AX Timing: Motion from Feb. to purchase updated equipment passed. It was suggested that the<br />
funds come from the Staff Fund and be replenished with BFR HPDE income and donations from<br />
clubs. LSCC pledges $500, as does SCCR. Banquet raffle income for this purpose was about $2K.<br />
That leaves $2800 to come from the equipment fund which is reimbursed by clubs renting the<br />
equipment.<br />
NEW BUSINESS<br />
‣ MyAutoEvents has all dates listed by Schneider. Race chairs must enter specific information.<br />
‣ Wheeler received communication from NASA inviting the MC to be part <strong>of</strong> an enduro series. More<br />
info is needed from NASA. No action.<br />
‣ Wheeler needs contact lists from all clubs which will be used in the membership directory. Copies<br />
should go to Schneider also.<br />

Ghost Tracks <strong>of</strong> the <strong>Midwestern</strong> <strong>Council</strong><br />
<strong>Midwestern</strong> <strong>Council</strong> has more race venues available to us right now than at any<br />
other time in our history. But we have raced at many tracks in our fifty years <strong>of</strong><br />
existence. This article tries to recall the places we've run in the past, that are no<br />
more, before they fade completely from our memories.<br />
Wilmot Hills<br />

the grounds <strong>of</strong> what is<br />
now the Wilmot<br />
Mountain ski area, just<br />
north <strong>of</strong> the Illinois-<br />
Wisconsin border in<br />
Wilmot, Wisconsin.<br />
<strong>Midwestern</strong> <strong>Council</strong><br />
ran many races and<br />
driver schools there<br />
between 1959 and<br />
1966.<br />
The Wilmot Hills road<br />
racing course was first constructed in 1953. Apparently the first course was <strong>of</strong><br />
rather quick-and-dirty construction and the pavement broke up within a couple <strong>of</strong><br />
years. It was rebuilt in 1957 by a group <strong>of</strong> Chicago Region SCCA members on<br />
land leased from the ski hill owners. This summer use coordinated neatly with<br />
the land's winter use as a ski area.<br />
Wilmot was very short- 7/10ths to 1 mile long, according to different accounts.<br />
But as one <strong>of</strong> the first purpose-built road courses in the midwest, it was very<br />
heavily used, the scene <strong>of</strong> many driver schools, club races and other track<br />
events during its lifetime.<br />
By modern standards the track and its safety features were very primitive, though<br />
this was not unique to Wilmot at the time. Remember, in 1953, they were still<br />
racing on public roads, some <strong>of</strong> them gravel, at Elkhart Lake and Watkins Glen.<br />
What was unique to Wilmot was the ski lodge within the perimeter <strong>of</strong> the track. It
<strong>of</strong>fered food, drinks, lounging areas and restrooms better than those <strong>of</strong>fered by<br />
most other tracks in the midwest, even now!<br />
It was the ski lodge, however, that was the undoing <strong>of</strong> the Wilmot Hills Race<br />
Course. The ski area operators decided to expand the lodge over the track and<br />
ended racing there in 1967. I sort <strong>of</strong> recall that there were other factors involved<br />
as well. I know that in 1967, only the SCCA regions could use it. <strong>Council</strong> was<br />
shut out.<br />
Most <strong>of</strong> the pavement <strong>of</strong> the Wilmot Hills race course is still there, used as<br />
access roads and parking areas for the greatly developed ski area. For Wilmot<br />

Lynndale Farms Raceway<br />
Lynndale Farms Raceway was a well-designed and fun-to-drive road racing<br />
course situated about 20 miles west <strong>of</strong> Milwaukee, near Pewaukee, Wisconsin.<br />
<strong>Midwestern</strong> <strong>Council</strong> ran races and driver schools there from 1963 to 1967.<br />
The track was developed by a<br />
racer from Milwaukee named<br />
Jerry Hirsch. The Lynndale<br />
Farms Road Racing Course<br />
opened in 1963 and <strong>of</strong>fered<br />
sports car races, motorcycle<br />
races and auto shows. It was<br />
rated as one <strong>of</strong> the top 10<br />
racetracks in the nation,<br />
according to Jerry's daughter<br />
Lynn in an interview a few years<br />
ago. Incidentally, the track was<br />
named after her.<br />
The track was situated on a<br />
rolling piece <strong>of</strong> land and<br />
designed so that most <strong>of</strong> it was<br />
visible from the grandstands<br />
and paddock along the main<br />
straight. It was 2-1/2 miles<br />
long. It was great fun to drive,<br />
with many long straights<br />
followed by interesting turns.<br />
But Hirsch had absolutely terrible weather luck. Every time he promoted a big<br />
race, rain cut his spectator crowd, and that was at the events that were not totally<br />
rained out.<br />
The rained out dates started a financial death spiral. The track's demise was<br />
slowed by a great show <strong>of</strong> support by the racing community. Jerry Hirsch was a<br />
good guy and he and his track were well liked. Racers from Milwaukee, Chicago,<br />
and other parts <strong>of</strong> the country bought stock in the track to try to keep it afloat, but<br />
to no avail. 1967 was its last year <strong>of</strong> operation.
The land was sold and subdivided. It now has nice houses along many sections<br />
<strong>of</strong> the race track. Much <strong>of</strong> the track's paving is still present as subdivision<br />
streets. Long after the course was closed you could still see grid markings on<br />
the pavement in front <strong>of</strong> some <strong>of</strong> the homes. For Lynndale Farms racing photos<br />

State Fair Park<br />
The road course within the one-mile oval at Wisconsin State Fair Park closed<br />
down in 1984 and few, including me, ever expected to drive it again. I even<br />
included it in my "Ghost Tracks <strong>of</strong> the Midwest" series <strong>of</strong> websites in 2002. But it<br />
is back, thanks in large part to <strong>Midwestern</strong> <strong>Council</strong> member efforts. Bob Bennett,<br />
Elmer Goertz and others from Great Lakes SCC worked diligently with the Fair<br />
Park <strong>of</strong>ficials as they contemplated and planned the rebirth.<br />
The infield road course was<br />
originally installed when the oval<br />
was paved in 1953. Using a<br />
large portion <strong>of</strong> the oval plus a<br />
hairpin-shaped infield section<br />
gave a 1.8 mile track.<br />
The course we run now pretty<br />
much follows the original course.<br />
But the rebuilt course is both<br />
wider and smoother than it ever<br />
was before. The entrance to and exit from the infield have been smoothed and<br />
blended into the oval much more than before. On the old course, the infield<br />
joined the oval at almost a right angle, aiming you directly at the concrete wall <strong>of</strong><br />
the oval. (No tire walls or padding then, <strong>of</strong> course.) All this as you skittered onto<br />
the oval on pavement resembling a plowed field.<br />
<strong>Midwestern</strong> <strong>Council</strong> ran races and schools at State Fair Park from our first racing<br />
season in 1959 until we ran the "last" sports car race there in 1984. Some <strong>of</strong> the<br />
more memorable events at State Fair Park were the "Young America on Wheels"<br />
presentations, spectator events sponsored by the Milwaukee newspapers and<br />
presented by the old Milwaukee SCC. The grandstands were always packed,<br />
providing one <strong>of</strong> the few opportunities for <strong>Council</strong> racers to run before screaming<br />
crowds <strong>of</strong> kids.<br />
So State Fair Park is no longer a ghost<br />
track. What do we call it? Maybe a<br />

Whiteside County Airport<br />
It is very difficult to get authorization to close down runways at an operating<br />
airport. The Champ <strong>Car</strong> races at Burke Lakefront Airport in Cleveland are the<br />
only ones currently able to do it. But <strong>Midwestern</strong> <strong>Council</strong> pulled it <strong>of</strong>f in 1987 at<br />
Whiteside County Airport in Sterling/Rock Falls, Illinois.<br />
The Federal Aviation Authority was very upset about the County Board's plans,<br />
but somehow the county got it cleared. We worked all day Friday crossing out<br />
runway numbers to close them down, putting up fencing, and placing jersey<br />
barriers.<br />
No one club wanted to stick their neck out on the venture, so <strong>Council</strong> took the<br />
unusual step <strong>of</strong> running it as an MC-sponsored race. We lost our ass on it. Our<br />
race was run in conjunction with a local celebration, "The World's Largest Block<br />
Party." There were enough cars to put on a decent show, but not enough to<br />
come anywhere near our break-even point, even with some sponsorship from a<br />
local Chevrolet dealer.<br />
Dane County Fairgrounds<br />
The year was 1967 and the racing outlook was bleak for the less-than-decadeold<br />
<strong>Midwestern</strong> <strong>Council</strong>. Wilmot Hills was closed to us. Lynndale Farms was<br />
shutting down and Meadowdale was obviously circling the drain. Construction<br />
limited our access at State Fair Park, and while Tito Nappi was working on<br />
Blackhawk Farms, it wasn't ready yet. The Madison <strong>Sports</strong> <strong>Car</strong> Club, determined<br />
to provide some <strong>Council</strong> racing activity, arranged to set a course on the parking<br />
lots and access roads <strong>of</strong> the Dane County Fairgrounds near Madison. The race<br />
was June 24-25 and, while an "artistic success", came up short on the cash flow<br />
side.<br />
The course was set again in 1971 with two Dane County races planned for that<br />
season. The course ran around the Coliseum, through stop signs, and over<br />
some jumps where faster cars caught air. Fun! The first race <strong>of</strong> 1971, May 30-<br />
31, was another "artistic success", but still a big money loser, so the club was<br />
forced to cancel the second event and no more races have been held at Dane<br />
County Fairgrounds.<br />
Meadowdale International Raceways<br />
In 1958 Leonard W. Besinger built Meadowdale International Raceways. He felt<br />
he had to have major pr<strong>of</strong>essional stars to draw crowds to his events. At that<br />
time, SCCA forbid racing for cash purses, so Besinger forged an agreement with<br />
the United States Auto Club, sanctioning body for the Indy 500, to sanction road<br />
races at Meadowdale.<br />
The USAC connection did bring in the stars. Most <strong>of</strong> the racing heroes <strong>of</strong> the<br />
'50s and '60s appeared at Meadowdale. Roger Ward, Curtis Turner, Fred<br />
Lorenzen, Elmer Musgrave, Lloyd Ruby, Paul Goldsmith, Bay Darnell, Tony<br />
Bettenhausen and Jim Rathman were just a few <strong>of</strong> the drivers who raced at<br />
Meadowdale during its heyday.
But Meadowdale was an expensive operation to keep running. The huge crowds<br />
<strong>of</strong> the early years faded. Track management teams came and went as they<br />
searched for the combination for pr<strong>of</strong>its at the big facility, without success.<br />

1.1 mile course<br />
around the north<br />
end <strong>of</strong> the track.<br />
Sidebar: One concept hatched at Meadowdale was the Grand Prix 500 Club, a<br />
members-only country club with members having access to the track whenever<br />
races were not being held, and free admission to the races that were being held.<br />
A fancy clubhouse with fitness and locker rooms, pool, restaurant and lounge<br />
were planned. This was in 1967, pre-dating current successes like Autobahn CC,<br />
by almost four decades!
Unlike many ghost tracks, Meadowdale has not been bulldozed into subdivisions<br />
and shopping centers. Local government bodies have acquired it as Open Space<br />
amidst the bustling suburbia that now surrounds it. While the shriek <strong>of</strong> Ferraris,<br />
the roar <strong>of</strong> Scarabs, and the rumble <strong>of</strong> stock cars will never again be heard at<br />
Meadowdale, ongoing restoration <strong>of</strong> the track assures that Meadowdale<br />
International Raceway will continue to be recognized for its important place in<br />

Blackhawk Hill Climb<br />
A regular feature on early <strong>Midwestern</strong> <strong>Council</strong> race schedules was the Blackhawk<br />
Hill Club, presented by <strong>Car</strong>ramana <strong>Sports</strong> <strong>Car</strong> Club. This event was held on a<br />
steep access road at a public park in Rockford. The first event run under MC<br />
sanction was in 1959 and the event continued with one or two runs each season<br />
until 1964.
Capital Speedway<br />
On June 8, 1985, Formula Club presented road races at Capital Speedway,<br />
Oregon, WI. The track was a half-mile paved oval, but the club utilized some<br />
actual and artificial kinks to create a semi-road course. This track is still<br />
operating as Madison International Speedway.<br />
Ice races<br />
It may be bogus to refer to a lake as a ghost track, but in the early years <strong>of</strong><br />
<strong>Midwestern</strong> <strong>Council</strong> operation, ice races on Brown's Lake and other places in<br />
Wisconsin were regular features. These wheel-to-wheel events appear to have<br />
been mostly presented by Lakeshore SCC in 1959 and 1960. If you get a chance,<br />
don't miss the 8mm films <strong>of</strong> these races (and other early MC events) that<br />
Lakeshore now has on videotape.<br />
Almost - Lake Geneva Raceway<br />
1970 saw vigorous efforts to set up a road course in conjunction with the stock car<br />
oval and drag strip at Lake Geneva Raceway. <strong>Midwestern</strong> <strong>Council</strong> volunteers<br />
planned the track and actually surveyed and staked the course, but the deal stalled<br />
when it came time for the track owner to put up the money for paving. We even<br />
collected pledges from drivers to race at the track to prove races there would be<br />
pr<strong>of</strong>itable, but to no avail!<br />

Well finally we’re on the verge <strong>of</strong> spring and<br />
summer so <strong>of</strong> course thoughts turn to racing in<br />
the new season. For those <strong>of</strong> us with a<br />
competitive calling who are hooked on putting<br />
rubber aggressively on the road, we all have<br />
one thing in common that will be done for the<br />
first time at the first and every event, that is just<br />
simply driving into Turn 1. No big deal for most<br />
I guess, but I have a way <strong>of</strong> celebrating this<br />
small part <strong>of</strong> my racing world.<br />
Doesn’t really matter much where we race first time in a<br />
season, which track it will be but a lot <strong>of</strong> the time for me it is<br />
Blackhawk Farms, one <strong>of</strong>, if not my favorite place in this great<br />
nation and on this good earth.<br />
I <strong>of</strong>ten times try and be first in line in my group on the false grid<br />
especially for qualifying so as to have a totally clear and open<br />
track all to myself stretched out before me. This also helps<br />
alleviate the sometime phenomena <strong>of</strong> other racers who for<br />
whatever reason cannot grasp the concept that qualifying under<br />
most circumstances is green flag from the get go and is never a<br />
good idea to do their own little slow first lap weaving from side<br />
to side warming up their tires routine. We know who you are…
Two minute signal and fire up the engine. One minute warning<br />
from the Grid Marshall and I put the car in gear. Then the<br />
welcomed whistle and circular hand motion in the air and it is<br />
time to fly. Making the U turn from false grid to the pit lane, the<br />
first qualifying lap has begun right now. Accelerating through<br />
the gears and looking for the light to turn green, there it is, past<br />
start-finish and making sure to stay to the right <strong>of</strong> the blend<br />
line…or else, with a lot <strong>of</strong> mostly imagined fury and noise the<br />
car and I are the<br />
first team heading<br />
in third gear smartly<br />
down to Turn 1 at<br />
Blackhawk Farms.<br />
Charging into the<br />
turn this way is<br />
always a special<br />
racing moment and<br />
most serenely<br />
enjoyable pleasure<br />
for me, much akin to having a cold beer with friends in<br />
Blackhawks pavilion on a hot Saturday summer night – pour me<br />
some <strong>of</strong> that dark stuff please - then telling a hopefully<br />
humorous story or joke, and with the proper execution, timing<br />
and luck my long suffering comrades and competitors will be in<br />
short order honking beer out through their nose. We know who<br />
you are…<br />
Getting there alone and first is just a ritual I enjoy doing, kind <strong>of</strong><br />
like having the track and the race car shake hands, then come<br />
out fighting. And they usually do.<br />
On the track I’m first in a line <strong>of</strong> cars, some <strong>of</strong> which may catch<br />
me up in few laps and blow my doors, if I had any, <strong>of</strong>f, but for<br />
now there is nothing ahead but clear race track and it is my own
little winding and narrow asphalt universe lined with old tires<br />
and a lot <strong>of</strong> past and future memories. I am doing exactly what<br />
I want to do in this moment in time. Nothing can compare to<br />
this unique opportunity for such complete and total freedom.<br />
And I am inspired.<br />
Reaching Turn 1 on the wrong side <strong>of</strong> the track for the turn in<br />
point due to staying on the right side <strong>of</strong> the blend line is not<br />
particularly conducive to taking the turn anywhere near proper<br />
or quickly, but that is part <strong>of</strong> the fun <strong>of</strong> Turn 1.<br />
Aggressive brake pedal work just as I get to the turn while starting<br />
to steer right induces some trail braking action and the back end<br />
comes out a bit as I bend around the corner, adding some gas<br />
quickly but smoothly it comes out in a most inefficient yet graceful<br />
little arc that on later laps would be a pace breaker and a time<br />
waster, but man is it fun here and the pleasure factor peeks at this<br />
point. “Hey, let me buy you a beer. Did ya hear the one about... oh<br />
sorry, need a napkin?” And now I have some quick heat in the back<br />
tires and a grin on my face you can probably see through the Blue<br />
Blocker.<br />
Yeah, everything’s right in my world. Let’s go racing.
