MEETING OF MIDWESTERN COUNCIL BOARDS – MARCH 13, 2008
BOARD OF DIRECTORS
Sam’s Ristorante, Rockford IL. Vice-President Kneubuehl called the meeting to order at 8:05 PM. It was
ascertained that a quorum was present. All officers were present except Pres. Cassaro and Treas. Harlan, and
clubs were represented as follows: CSCC - Best, Wells; FTR – S. Green, Brozynski; GLSCC – Schley, Kannard;
LSCC – Willert, Martin; MSCC – Wood, Schneider; NSSCC – Dudek, Serra; SC – Lewis, Cromas; SCCR – P. Green,
White. M(Wood) & 2(Martin) to approve February minutes as printed. Pass.
Treasurer’s Report: Harlan was absent due to family illness, so there was no report.
OLD BUSINESS
‣ The new website should go live tonight. Some tweaking will likely be needed. Clubs should look
over their portions and notify Cassaro if corrections are needed.
‣ BFR contracts: All are picked up as of tonight.
‣ Staff party: Only about 40 people participated, which is less than anticipated. The party was great. It
was suggested to combine the Staff Party and the Banquet for the 50 th Anniversary so that drivers
could honor the staff without whom events could not happen. It was noted that cost may be a factor
for some staff, but they are able to use logbook entries to reduce the banquet fee.
‣ Insurance Update: Two other companies were contacted for quotes. One, which gave better rates, is
the insurer used by SCCA. M(Serra) & 2(White) to accept that program. Pass. Acceptance is
contingent upon whether or not payment has already been made to our original (K&K) insurer.
Cassaro will check on the availability of club-sponsored parking lot AX insurance.
‣ Race & Performance Expo: Mar. 15-16 at Pheasant Run in St. Charles IL. Cassaro and others will
attend, 2 cars will be on display, and a good deal was obtained for the space.
‣ Finance Committee: 1)Moved to combine staff and staff travel funds. Pass. 2)Moved to change gas
card allocation from $100/event to $100/day. Pass. Clubs can always add to this amount for their
events.
NEW BUSINESS
‣ 2008 Awards Banquet: Date needs to be set and location needs to be booked very soon. MC will
host.
‣ Tech Day: Apr. 12 at Advance Autosports. M(White) & 2(Martin) to provide Wheeler with $150 for
refreshments from the staff fund. Pass. AX Committee meets there at 1:30.
‣ Paul Meyer of SCCR has donated one 2008 bobcat UTV to BFR for the season and one to the MC &
clubs for use at events there. A damage waiver would be signed out and BFR will maintain and store
the vehicle.
‣ Elimination of Yahoo Groups from the MC website: This will happen tomorrow with the new website.
Schneider expressed the opinion that the groups are good for feedback whereas the passive forums
on the website are not. M(Schneider) & 2(Busse) that the Yahoo mail list remain in its current form
until a full replacement is provided by the MC website, including a push subscription model and both
message and digest formats. Another opinion is that the groups seem to be a forum for a small
number of people to communicate with each other and do not provide the info that the website
does. M(Hoffman) & 2(Martin) to table until Cassaro is here to address some of the issues. Pass.
M(Martin) & 2(Schneider) to send a message to the new web person to not shut down the Yahoo
groups yet. Pass. Martin will do so tonight.
‣ P. Green passed out sheets to clubs to detail their responsibilities for organizing their events.
‣ Wheeler noted that (some) drivers don’t want to help staff events and don’t even want to hear calls
for volunteers to come forth so that the race day can begin. While it is each club’s responsibility to
make sure the event is adequately staffed before it begins, the “Pay, play, and leave” attitude of many
drivers does not have the family-oriented camaraderie and cooperative attitude that is at the heart of
the MC.

MEETING OF MIDWESTERN COUNCIL BOARDS – Continued
COMPETITION BOARD
OLD BUSINESS
‣ Autocross Committee: Met on Mar. 4. Hoffman thanked those who attended the meetings.
• Proposed seatbelt rule changes (in full elsewhere in this issue): These would bring the rules in
line with other sanctioning bodies. M(Committee) to approve changes to take effect
immediately upon publication. M(White) & 2(P.Green) to waive automatic tabling. Pass. The
parts of the rule change will be separated. M(Committee) to adopt the new 7.4 to replace the
old 7.4. Pass. M(Martin) & 2(P.Green) to strike the old 7.4.2. Pass. M & 2 to change “require”
to “utilize” in the old 7.4.3. Pass.
‣ Steward Committee:
• It is possible to accommodate 20 AX entrants at a driver school provided a sufficient number
of instructors attend. There was concern about adequate instructor availability.
• It was noted that the recent rule change regarding permitted aging of belts of a harness
system does not apply to AX. Race entries must prominently include this information.
• AX format: This season clubs will have an opportunity to try out different practice formats.
• AX ID cards: Bill Martin showed the design. They will be sent to all drivers who have
competed in AX since 2004 who are current members. For new participants, the form will be
online.
• Steward forum will be used for peer review and communication between meetings.
• Next meeting: Apr. 18, 8 PM, Sam’s Pizza in Rockton. Meeting is also open to club stewards,
bridge stewards and other interested parties.
‣ GCR: Wheeler will complete the changes asap.
‣ Race Staff: Serra is helping with the committee, not serving as director as was rumored. Cassaro will
talk to Rakowski and Krebs for their input.
‣ AX Timing: Motion from Feb. to purchase updated equipment passed. It was suggested that the
funds come from the Staff Fund and be replenished with BFR HPDE income and donations from
clubs. LSCC pledges $500, as does SCCR. Banquet raffle income for this purpose was about $2K.
That leaves $2800 to come from the equipment fund which is reimbursed by clubs renting the
equipment.
NEW BUSINESS
‣ MyAutoEvents has all dates listed by Schneider. Race chairs must enter specific information.
‣ Wheeler received communication from NASA inviting the MC to be part of an enduro series. More
info is needed from NASA. No action.
‣ Wheeler needs contact lists from all clubs which will be used in the membership directory. Copies
should go to Schneider also.
M(P.Green) & 2(White) to adjourn. Pass. Adjournment at 10:15. Minutes taken and transcribed by S. Boldt.

Ghost Tracks of the Midwestern Council
Midwestern Council has more race venues available to us right now than at any
other time in our history. But we have raced at many tracks in our fifty years of
existence. This article tries to recall the places we've run in the past, that are no
more, before they fade completely from our memories.
Wilmot Hills
Wilmot Hills Road
Racing Course was a
sports car track set on
the grounds of what is
now the Wilmot
Mountain ski area, just
north of the Illinois-
Wisconsin border in
Wilmot, Wisconsin.
Midwestern Council
ran many races and
driver schools there
between 1959 and
1966.
The Wilmot Hills road
racing course was first constructed in 1953. Apparently the first course was of
rather quick-and-dirty construction and the pavement broke up within a couple of
years. It was rebuilt in 1957 by a group of Chicago Region SCCA members on
land leased from the ski hill owners. This summer use coordinated neatly with
the land's winter use as a ski area.
Wilmot was very short- 7/10ths to 1 mile long, according to different accounts.
But as one of the first purpose-built road courses in the midwest, it was very
heavily used, the scene of many driver schools, club races and other track
events during its lifetime.
By modern standards the track and its safety features were very primitive, though
this was not unique to Wilmot at the time. Remember, in 1953, they were still
racing on public roads, some of them gravel, at Elkhart Lake and Watkins Glen.
What was unique to Wilmot was the ski lodge within the perimeter of the track. It

offered food, drinks, lounging areas and restrooms better than those offered by
most other tracks in the midwest, even now!
It was the ski lodge, however, that was the undoing of the Wilmot Hills Race
Course. The ski area operators decided to expand the lodge over the track and
ended racing there in 1967. I sort of recall that there were other factors involved
as well. I know that in 1967, only the SCCA regions could use it. Council was
shut out.
Most of the pavement of the Wilmot Hills race course is still there, used as
access roads and parking areas for the greatly developed ski area. For Wilmot
photos and more information, visit www.wilmothills.homestead.com.
Lynndale Farms Raceway
Lynndale Farms Raceway was a well-designed and fun-to-drive road racing
course situated about 20 miles west of Milwaukee, near Pewaukee, Wisconsin.
Midwestern Council ran races and driver schools there from 1963 to 1967.
The track was developed by a
racer from Milwaukee named
Jerry Hirsch. The Lynndale
Farms Road Racing Course
opened in 1963 and offered
sports car races, motorcycle
races and auto shows. It was
rated as one of the top 10
racetracks in the nation,
according to Jerry's daughter
Lynn in an interview a few years
ago. Incidentally, the track was
named after her.
The track was situated on a
rolling piece of land and
designed so that most of it was
visible from the grandstands
and paddock along the main
straight. It was 2-1/2 miles
long. It was great fun to drive,
with many long straights
followed by interesting turns.
But Hirsch had absolutely terrible weather luck. Every time he promoted a big
race, rain cut his spectator crowd, and that was at the events that were not totally
rained out.
The rained out dates started a financial death spiral. The track's demise was
slowed by a great show of support by the racing community. Jerry Hirsch was a
good guy and he and his track were well liked. Racers from Milwaukee, Chicago,
and other parts of the country bought stock in the track to try to keep it afloat, but
to no avail. 1967 was its last year of operation.

The land was sold and subdivided. It now has nice houses along many sections
of the race track. Much of the track's paving is still present as subdivision
streets. Long after the course was closed you could still see grid markings on
the pavement in front of some of the homes. For Lynndale Farms racing photos
and further information, visit: www.lynndalefarms.homestead.com .
State Fair Park
The road course within the one-mile oval at Wisconsin State Fair Park closed
down in 1984 and few, including me, ever expected to drive it again. I even
included it in my "Ghost Tracks of the Midwest" series of websites in 2002. But it
is back, thanks in large part to Midwestern Council member efforts. Bob Bennett,
Elmer Goertz and others from Great Lakes SCC worked diligently with the Fair
Park officials as they contemplated and planned the rebirth.
The infield road course was
originally installed when the oval
was paved in 1953. Using a
large portion of the oval plus a
hairpin-shaped infield section
gave a 1.8 mile track.
The course we run now pretty
much follows the original course.
But the rebuilt course is both
wider and smoother than it ever
was before. The entrance to and exit from the infield have been smoothed and
blended into the oval much more than before. On the old course, the infield
joined the oval at almost a right angle, aiming you directly at the concrete wall of
the oval. (No tire walls or padding then, of course.) All this as you skittered onto
the oval on pavement resembling a plowed field.
Midwestern Council ran races and schools at State Fair Park from our first racing
season in 1959 until we ran the "last" sports car race there in 1984. Some of the
more memorable events at State Fair Park were the "Young America on Wheels"
presentations, spectator events sponsored by the Milwaukee newspapers and
presented by the old Milwaukee SCC. The grandstands were always packed,
providing one of the few opportunities for Council racers to run before screaming
crowds of kids.
So State Fair Park is no longer a ghost
track. What do we call it? Maybe a
zombie track? For more information and
pre-1984 race photos, visit:
www.fairpark.homestead.com.

Whiteside County Airport
It is very difficult to get authorization to close down runways at an operating
airport. The Champ Car races at Burke Lakefront Airport in Cleveland are the
only ones currently able to do it. But Midwestern Council pulled it off in 1987 at
Whiteside County Airport in Sterling/Rock Falls, Illinois.
The Federal Aviation Authority was very upset about the County Board's plans,
but somehow the county got it cleared. We worked all day Friday crossing out
runway numbers to close them down, putting up fencing, and placing jersey
barriers.
No one club wanted to stick their neck out on the venture, so Council took the
unusual step of running it as an MC-sponsored race. We lost our ass on it. Our
race was run in conjunction with a local celebration, "The World's Largest Block
Party." There were enough cars to put on a decent show, but not enough to
come anywhere near our break-even point, even with some sponsorship from a
local Chevrolet dealer.
Dane County Fairgrounds
The year was 1967 and the racing outlook was bleak for the less-than-decadeold
Midwestern Council. Wilmot Hills was closed to us. Lynndale Farms was
shutting down and Meadowdale was obviously circling the drain. Construction
limited our access at State Fair Park, and while Tito Nappi was working on
Blackhawk Farms, it wasn't ready yet. The Madison Sports Car Club, determined
to provide some Council racing activity, arranged to set a course on the parking
lots and access roads of the Dane County Fairgrounds near Madison. The race
was June 24-25 and, while an "artistic success", came up short on the cash flow
side.
The course was set again in 1971 with two Dane County races planned for that
season. The course ran around the Coliseum, through stop signs, and over
some jumps where faster cars caught air. Fun! The first race of 1971, May 30-
31, was another "artistic success", but still a big money loser, so the club was
forced to cancel the second event and no more races have been held at Dane
County Fairgrounds.
Meadowdale International Raceways
In 1958 Leonard W. Besinger built Meadowdale International Raceways. He felt
he had to have major professional stars to draw crowds to his events. At that
time, SCCA forbid racing for cash purses, so Besinger forged an agreement with
the United States Auto Club, sanctioning body for the Indy 500, to sanction road
races at Meadowdale.
The USAC connection did bring in the stars. Most of the racing heroes of the
'50s and '60s appeared at Meadowdale. Roger Ward, Curtis Turner, Fred
Lorenzen, Elmer Musgrave, Lloyd Ruby, Paul Goldsmith, Bay Darnell, Tony
Bettenhausen and Jim Rathman were just a few of the drivers who raced at
Meadowdale during its heyday.

But Meadowdale was an expensive operation to keep running. The huge crowds
of the early years faded. Track management teams came and went as they
searched for the combination for profits at the big facility, without success.
Midwestern
Council ran a
number of races
and driver
schools at
Meadowdale
from 1959 to
1968. The track
often promoted
our events as
spectator
events. (A
contemporary
publication said
club races like
ours were the
only events on
which
the track made
any money!) As
the track
deteriorated in
1968 and '69,
some Council
and SCCA club
races were run
on a jury-rigged
1.1 mile course
around the north
end of the track.
Sidebar: One concept hatched at Meadowdale was the Grand Prix 500 Club, a
members-only country club with members having access to the track whenever
races were not being held, and free admission to the races that were being held.
A fancy clubhouse with fitness and locker rooms, pool, restaurant and lounge
were planned. This was in 1967, pre-dating current successes like Autobahn CC,
by almost four decades!

Unlike many ghost tracks, Meadowdale has not been bulldozed into subdivisions
and shopping centers. Local government bodies have acquired it as Open Space
amidst the bustling suburbia that now surrounds it. While the shriek of Ferraris,
the roar of Scarabs, and the rumble of stock cars will never again be heard at
Meadowdale, ongoing restoration of the track assures that Meadowdale
Blackhawk Hill Climb
A regular feature on early Midwestern Council race schedules was the Blackhawk
Hill Club, presented by Carramana Sports Car Club. This event was held on a
steep access road at a public park in Rockford. The first event run under MC
sanction was in 1959 and the event continued with one or two runs each season
until 1964.

Capital Speedway
On June 8, 1985, Formula Club presented road races at Capital Speedway,
Oregon, WI. The track was a half-mile paved oval, but the club utilized some
actual and artificial kinks to create a semi-road course. This track is still
operating as Madison International Speedway.
Ice races
It may be bogus to refer to a lake as a ghost track, but in the early years of
Midwestern Council operation, ice races on Brown's Lake and other places in
Wisconsin were regular features. These wheel-to-wheel events appear to have
been mostly presented by Lakeshore SCC in 1959 and 1960. If you get a chance,
don't miss the 8mm films of these races (and other early MC events) that
Lakeshore now has on videotape.
Almost - Lake Geneva Raceway
1970 saw vigorous efforts to set up a road course in conjunction with the stock car
oval and drag strip at Lake Geneva Raceway. Midwestern Council volunteers
planned the track and actually surveyed and staked the course, but the deal stalled
when it came time for the track owner to put up the money for paving. We even
collected pledges from drivers to race at the track to prove races there would be
profitable, but to no avail!
Ross Fosbender
March, 2008
Ross Fosbender attended his first Midwestern Council driver school at Wilmot Hills and instructed
at his first driver school at Meadowdale.

Turn
1
Hal Adkins
Well finally we’re on the verge of spring and
summer so of course thoughts turn to racing in
the new season. For those of us with a
competitive calling who are hooked on putting
rubber aggressively on the road, we all have
one thing in common that will be done for the
first time at the first and every event, that is just
simply driving into Turn 1. No big deal for most
I guess, but I have a way of celebrating this
small part of my racing world.
Doesn’t really matter much where we race first time in a
season, which track it will be but a lot of the time for me it is
Blackhawk Farms, one of, if not my favorite place in this great
nation and on this good earth.
I often times try and be first in line in my group on the false grid
especially for qualifying so as to have a totally clear and open
track all to myself stretched out before me. This also helps
alleviate the sometime phenomena of other racers who for
whatever reason cannot grasp the concept that qualifying under
most circumstances is green flag from the get go and is never a
good idea to do their own little slow first lap weaving from side
to side warming up their tires routine. We know who you are…

Two minute signal and fire up the engine. One minute warning
from the Grid Marshall and I put the car in gear. Then the
welcomed whistle and circular hand motion in the air and it is
time to fly. Making the U turn from false grid to the pit lane, the
first qualifying lap has begun right now. Accelerating through
the gears and looking for the light to turn green, there it is, past
start-finish and making sure to stay to the right of the blend
line…or else, with a lot of mostly imagined fury and noise the
car and I are the
first team heading
in third gear smartly
down to Turn 1 at
Blackhawk Farms.
Charging into the
turn this way is
always a special
racing moment and
most serenely
enjoyable pleasure
for me, much akin to having a cold beer with friends in
Blackhawks pavilion on a hot Saturday summer night – pour me
some of that dark stuff please - then telling a hopefully
humorous story or joke, and with the proper execution, timing
and luck my long suffering comrades and competitors will be in
short order honking beer out through their nose. We know who
you are…
Getting there alone and first is just a ritual I enjoy doing, kind of
like having the track and the race car shake hands, then come
out fighting. And they usually do.
On the track I’m first in a line of cars, some of which may catch
me up in few laps and blow my doors, if I had any, off, but for
now there is nothing ahead but clear race track and it is my own

little winding and narrow asphalt universe lined with old tires
and a lot of past and future memories. I am doing exactly what
I want to do in this moment in time. Nothing can compare to
this unique opportunity for such complete and total freedom.
And I am inspired.
Reaching Turn 1 on the wrong side of the track for the turn in
point due to staying on the right side of the blend line is not
particularly conducive to taking the turn anywhere near proper
or quickly, but that is part of the fun of Turn 1.
Aggressive brake pedal work just as I get to the turn while starting
to steer right induces some trail braking action and the back end
comes out a bit as I bend around the corner, adding some gas
quickly but smoothly it comes out in a most inefficient yet graceful
little arc that on later laps would be a pace breaker and a time
waster, but man is it fun here and the pleasure factor peeks at this
point. “Hey, let me buy you a beer. Did ya hear the one about... oh
sorry, need a napkin?” And now I have some quick heat in the back
tires and a grin on my face you can probably see through the Blue
Blocker.
Yeah, everything’s right in my world. Let’s go racing.

Midwestern Council Receives Positive Response At Expo!
There were 8,743
people in attendance
at the inaugural Race
& Performance Expo
in St. Charles and I
think most of them
went by our booth at
one point or another.
It was a great
weekend and a lot of
people donated there
time to come out and
give a helping hand at
our booth. We had
representatives from
most clubs and two
great cars on display
to bring people in to
ask questions.

Ray Kollock had his Spec
Miata on display as well as
Rudy Mazzeo's F1000. It was
the perfect balance between
these two cars, if one did not
bring them in then the other
sure did.
Thanks to the hard work of
Jay Busse we had brand new
banners on display at the
booth as well. The banners
showcased our individual
areas that people can
participate in.
Thanks again to all those people who helped out at
this show. Your efforts will not only benefit your own
club but Midwestern Council as a whole.
Chuck Cassaro

New Insurance Provider For Midwestern Council Saves $$$
One of the biggest expenses for your individual club is the amount of money they must spend
on insurance for both your on-track coverage and your general liability coverage. Thanks to the
efforts of Mike Dimand, FTRC President, for tracking down different insurance companies that
cover motorsports events and Chuck Cassaro, MCSCC President, for negotiating pricing and
coverage. Midwestern Council of Sports Car Clubs will save an estimated $10,000 in insurance
premiums for 2008.
Our new insurance carrier is Wells Fargo and they are very knowledgeable about our specific
type of racing since they are also the provider for SCCA.
