No authority shall exercise its powers to pass an order, which will be directly or indirectly to its own advantage<br />

Important Point To Be <strong>Audit</strong>ed With Respect To Various Procurement<br />

• Equipments purchased conform to latest specification and technology available in market<br />

• Appointment of consultant<br />

The appointment of consultant is often made in a arbitrary manner without inviting tenders and without inviting tenders and without<br />

collecting adequate data about their performance capability and experience<br />

Terms are modified to the financial advantage of the consultant, even after award of contract<br />

• Extra amount on account of travel expenses is sanctioned after award of contract<br />

• The consultants need to be appointed only when it is absolutely essential. The appointment of consultants needs to be done in a transparent<br />

manner and after following the competitive tendering system. The consultant role should be well defined.<br />

• Estimated rates are not being worked out in an unprofessional manner and perfunctory manner.<br />

• Estimated rates establishes the reasonableness of prices , it is important that the same is not worked out in a realistic and objective manner<br />

on the basis of prevailing market rates , last purchases prices, economic indices for raw material/ labour, other input costs , IEEMA formula,<br />

whenever assessment based on intrinsic values etc.<br />

• Fair and adequate competition, it is very important that sufficient time of say 4-6 weeks in case of advertised / global tenders and 3-4 weeks<br />

in case of limited tenders is allowed in case of recorded emergencies.<br />
