Important Definitions for Public Work Department<br />

1 Administrative approval<br />

(1) Original- for every work (excluding petty works and repairs) it is necessary to obtain in the first instance the<br />

concurrence of competent authority of the administrative department requiring a work. Formal acceptance of the<br />

proposal by that authority is termed ―administrative approval‖ of the work and it is the duty of local officers of the<br />

department requiring a work to obtain the requisite approval to it. An approximate estimate and such preliminary plans<br />

as are necessary to elucidate the proposal should be obtained from the public works department. The procedure<br />

prescribed in this rule will apply also to modifications of proposals originally approved if ,by reason of such modifications<br />

,revised administrative approval becomes necessary, and to material deviations from the original proposals, even though<br />

the cost of the same may be covered by saving on other items.<br />

(2) Revised- when expenditure on a work exceeds, or is likely to exceed, the amount administratively approved for it by<br />

more than 10 per cent, or where there are material deviations from the original proposals, even though the cost of the<br />

same may possibly be covered by savings on other items, revised administrative approval must be obtained from the<br />

authority competent to approved the cost, as so enhanced.<br />

2 Contingencies (works)<br />

- when used in respect of the accounts of works, the term ―contingencies‖ indicates the incidental expenses of a<br />

miscellaneous character which cannot appropriately be classified under any distinct sub-head or sub-work, yet pertain to<br />

the work as a whole<br />

3 Contract and Contractor<br />

the term contract, as used in this volume, means any kind of undertaking written or verbal, express or implied, by a<br />

person, not being a government servant, or by a syndicate, or firm, for the construction, maintenance or repairs of one or<br />

more works; for the supply of materials or for the performance of any service in connection with the execution of works<br />
