It is both a privilege and honour to invite you to attend and join<br />

us at <strong>the</strong> 2nd Annual World BORDERPOL Congress held once<br />

again in <strong>the</strong> spectacular setting of Central Hall Westminster,<br />

London December 3-4, 2013.<br />

Last year we successfully focused our attention on Tactics and<br />

Tools for Effective Border Management. This year <strong>the</strong> specially<br />

invited policy makers, practitioners and frontline decision<br />

makers will be challenged to expand and share with you <strong>the</strong>ir<br />

understanding, knowledge and experiences associated with<br />

<strong>the</strong> everyday business of making borders that work for <strong>the</strong><br />

benefit of all users and stakeholders.<br />

Border administrations around <strong>the</strong> world are by <strong>the</strong>ir nature<br />

secretive bodies charged with managing increasingly<br />

complex social, economic and law enforcement programs.<br />

BORDERPOL has once more brought toge<strong>the</strong>r a group<br />

of outstanding speakers and panelists from government,<br />

academia and industry who will draw back <strong>the</strong> curtain on<br />

some of <strong>the</strong> most challenging issues of our times as it relates<br />

migration management, counter terrorism, technological<br />

advances, and <strong>the</strong> efficacy of <strong>the</strong> interdisciplinary institutions<br />

that have been created over <strong>the</strong> past decade on <strong>the</strong> national<br />

and regional levels.<br />

The agenda includes a Keynote presentation by UK<br />

Immigration Minister, Mark Harper MP. As has become our<br />

signature programming <strong>the</strong>re will be workshop sessions<br />

both public and private where experts and policymakers will<br />

be afforded <strong>the</strong> opportunity to debate and discuss <strong>the</strong> most<br />

important issues of <strong>the</strong> day as outlined in <strong>the</strong> enclosed agenda.<br />

This year, BORDERPOL is celebrating its 10th year of<br />

operations and has done so successfully due to <strong>the</strong> resilience<br />

of our team and our progressive and flexible approach.<br />

Over <strong>the</strong> past decade we have continually promoted <strong>the</strong><br />

three C’s in global border security and advanced homeland<br />

protection, which is transnational cooperation, communication<br />

and consultation. This <strong>event</strong> will provide participants with<br />

demonstrable opportunities to learn from and network with<br />

likeminded experts from around <strong>the</strong> world who understand and<br />

contribute to that concept.<br />

To conclude our <strong>event</strong> primarily about debating and discussing<br />

<strong>the</strong> essential issues within <strong>the</strong> agenda, it is also about having<br />

you secure borders against those criminal organisations who use<br />

refugee movement to mask human trafficking activity?<br />

Innovations and Future Technologies for Border Control<br />

What innovations and developments in technology are just around<br />

<strong>the</strong> corner that can aid and facilitate border forces in surveillance<br />

and detection? How can new technology be integrated with existing<br />

systems? Is data and identity really protected in <strong>the</strong> digital age and<br />

can systems ever be secure enough to avoid cyber security threats<br />

and identity <strong>the</strong>ft?<br />

Maritime and Port Security in <strong>the</strong> Context of Border Security<br />

Building a new port or <strong>the</strong> expansion/upgrade of an existing port<br />

provides many threats for border security, including immigration,<br />

stowaways, drug smuggling etc. How can <strong>the</strong> port owners and<br />

managers work with border agencies, port authorities, coast guard<br />

and security consultants to ensure none of <strong>the</strong> systems put in place<br />

impede on <strong>the</strong> swift movement of trade?<br />

Border Management in Conflict Zones<br />

The Arab Spring has brought into stark relief <strong>the</strong> difficulties<br />

of managing borders in conflict zones. In times of war or civil<br />

strife, large scale movements of people across borders ei<strong>the</strong>r as<br />

refugees, combatants or fugitives is inevitable.<br />

The breakdown of <strong>the</strong> normal border management functions<br />

creates an environment in which terrorists and criminals thrive.<br />

The need to provide relief and shelter to refugees can be used by<br />

criminal elements to cover increased trafficking of people, drugs<br />

and contraband. Inevitably weapons, both legitimate and illegal will<br />

be moving across <strong>the</strong> border, but in some cases, such as Syria,<br />

<strong>the</strong>re is a real danger that it may be used as an opportunity to move<br />

WMD’s or <strong>the</strong> materials used to make <strong>the</strong>m.<br />

Border management in this environment is very much a question of<br />

crisis management. To have any chance of success, a partnership<br />

approach between <strong>the</strong> military, border agencies, customs,<br />

international relief agencies and NGO’s is vital. What lessons can<br />

be learnt and what agency co-operation, best practice and <strong>the</strong><br />

equipment and systems are required for <strong>the</strong> job.<br />

Terms and Conditions of Booking<br />

Payment: Payments must be made with <strong>the</strong> order. Entry to <strong>the</strong> conference<br />

will not be permitted unless payment has been made in full prior to 3rd<br />

December 2013.<br />

Substitutions/Name Changes: You can amend/change a delegate prior<br />

to <strong>the</strong> even start by notifying us in writing. Two or more delegates may not<br />

‘share’ a place at an <strong>event</strong>. Please ensure separate bookings for each<br />

delegate. Torch Marketing Co. Ltd. reserve <strong>the</strong> right to refuse entry.<br />

Cancellation: If you wish to cancel your attendance to <strong>the</strong> <strong>event</strong> and you are<br />

unable to send a substitute, <strong>the</strong>n we will refund/credit 50% of <strong>the</strong> due fee less<br />

a £100 administration charge, providing that cancellation is made in writing<br />

and received before 3rd October 2013. Regretfully cancellation after this time<br />

cannot be accepted. If we have to cancel <strong>the</strong> <strong>event</strong> for any reason, <strong>the</strong>n we<br />

will make a full refund immediately, but disclaim any fur<strong>the</strong>r liability.<br />

Alterations: It may become necessary for us to make alterations to <strong>the</strong><br />

content, speakers or timing of <strong>the</strong> <strong>event</strong> compared to <strong>the</strong> advertised<br />

<strong>programme</strong>.<br />
