It is both a privilege and honour to invite you to attend and join 

us at the 2nd Annual World BORDERPOL Congress held once 

again in the spectacular setting of Central Hall Westminster, 

London December 3-4, 2013. 

Last year we successfully focused our attention on Tactics and 

Tools for Effective Border Management. This year the specially 

invited policy makers, practitioners and frontline decision 

makers will be challenged to expand and share with you their 

understanding, knowledge and experiences associated with 

the everyday business of making borders that work for the 

benefit of all users and stakeholders. 

Border administrations around the world are by their nature 

secretive bodies charged with managing increasingly 

complex social, economic and law enforcement programs. 

BORDERPOL has once more brought together a group 

of outstanding speakers and panelists from government, 

academia and industry who will draw back the curtain on 

some of the most challenging issues of our times as it relates 

migration management, counter terrorism, technological 

advances, and the efficacy of the interdisciplinary institutions 

that have been created over the past decade on the national 

and regional levels. 

The agenda includes a Keynote presentation by UK 

Immigration Minister, Mark Harper MP. As has become our 

signature programming there will be workshop sessions 

both public and private where experts and policymakers will 

be afforded the opportunity to debate and discuss the most 

important issues of the day as outlined in the enclosed agenda. 

This year, BORDERPOL is celebrating its 10th year of 

operations and has done so successfully due to the resilience 

of our team and our progressive and flexible approach. 

Over the past decade we have continually promoted the 

three C’s in global border security and advanced homeland 

protection, which is transnational cooperation, communication 

and consultation. This event will provide participants with 

demonstrable opportunities to learn from and network with 

likeminded experts from around the world who understand and 

contribute to that concept. 

To conclude our event primarily about debating and discussing 

the essential issues within the agenda, it is also about having 

the opportunity to partake in the specially planned social 

activities with the delegates and participants whilst enjoying the 

outstanding venue that is London.

Following the resounding success of the first BORDERPOL 

conference and exhibition in London, which for the first time 

brought together the world’s senior policy makers, practitioners 

and players, the 2nd World BORDERPOL Congress will 

continue to develop and enhance international co-operation and 

collaboration amongst the border management and security

The 2nd World BORDERPOL Congress will provide a platform for 

the world’s border protection forces and agencies to discuss and 

debate the current and future issues and challenges facing the

What and where are the changing techniques and patterns in cross 

border crime? What can be done to stop crime paying and agency 

collaboration on activities at the borders to control human/drug 

trafficking and detect smuggling of cash/credit cards/gilts/goods?

commerce without diminishing security, or is it best to be safe

you secure borders against those criminal organisations who use 

refugee movement to mask human trafficking activity? 

Innovations and Future Technologies for Border Control 

What innovations and developments in technology are just around 

the corner that can aid and facilitate border forces in surveillance 

and detection? How can new technology be integrated with existing 

systems? Is data and identity really protected in the digital age and 

can systems ever be secure enough to avoid cyber security threats 

and identity theft? 

Maritime and Port Security in the Context of Border Security 

Building a new port or the expansion/upgrade of an existing port 

provides many threats for border security, including immigration, 

stowaways, drug smuggling etc. How can the port owners and 

managers work with border agencies, port authorities, coast guard 

and security consultants to ensure none of the systems put in place 

impede on the swift movement of trade? 

Border Management in Conflict Zones 

The Arab Spring has brought into stark relief the difficulties 

of managing borders in conflict zones. In times of war or civil 

strife, large scale movements of people across borders either as 

refugees, combatants or fugitives is inevitable. 

The breakdown of the normal border management functions 

creates an environment in which terrorists and criminals thrive. 

The need to provide relief and shelter to refugees can be used by 

criminal elements to cover increased trafficking of people, drugs 

and contraband. Inevitably weapons, both legitimate and illegal will 

be moving across the border, but in some cases, such as Syria, 

there is a real danger that it may be used as an opportunity to move 

WMD’s or the materials used to make them. 

Border management in this environment is very much a question of 

crisis management. To have any chance of success, a partnership 

approach between the military, border agencies, customs, 

international relief agencies and NGO’s is vital. What lessons can 

be learnt and what agency co-operation, best practice and the 

equipment and systems are required for the job.

will not be permitted unless payment has been made in full prior to 3rd

Substitutions/Name Changes: You can amend/change a delegate prior 

to the even start by notifying us in writing. Two or more delegates may not 

‘share’ a place at an event. Please ensure separate bookings for each

Cancellation: If you wish to cancel your attendance to the event and you are 

unable to send a substitute, then we will refund/credit 50% of the due fee less
