The survey of the four Dutch municipalities has c<strong>on</strong>tributed relevant <strong>in</strong>formati<strong>on</strong> to the limited<br />

picture of youth work drawn at nati<strong>on</strong>al level. The ma<strong>in</strong> f<strong>in</strong>d<strong>in</strong>g here is, that the nature and<br />

scope of youth work at local level depends <strong>on</strong> the social structure and the special needs of<br />

the <strong>in</strong>habitants. In municipalities with underprivileged youth groups, greater efforts are made<br />

to provide <strong>in</strong>itiatives that support the <strong>in</strong>tegrati<strong>on</strong> of these young people, whereas <strong>in</strong><br />

municipalities with well-situated <strong>in</strong>habitants there is to a greater extend a youth work<br />

structure that is regulated by the market. Bey<strong>on</strong>d this it is strik<strong>in</strong>g that also the social ideas of<br />

the <strong>in</strong>habitants also <strong>in</strong>fluence the provisi<strong>on</strong> of youth work.<br />

Differences between nati<strong>on</strong>al and local level<br />

In c<strong>on</strong>trast to the data about youth work available at nati<strong>on</strong>al level <strong>in</strong> the Netherlands, the<br />

data about the situati<strong>on</strong> at local level highlights the high number of volunteers <strong>in</strong>volved <strong>in</strong><br />

youth work. The tra<strong>in</strong><strong>in</strong>g of these volunteers seems to depend <strong>on</strong> the traditi<strong>on</strong> of the<br />

providers, as <strong>on</strong>e can f<strong>in</strong>d organisati<strong>on</strong>s where <strong>on</strong>ly a small number of volunteers are<br />

tra<strong>in</strong>ed, and others where this is the case for all of them. There is also another remarkable<br />

trend: if the activities <strong>in</strong> which volunteers are <strong>in</strong>volved are demand<strong>in</strong>g, then most of them are<br />

tra<strong>in</strong>ed.<br />

Regard<strong>in</strong>g the age of the young people <strong>in</strong>volved <strong>in</strong> youth work, the local survey has<br />

c<strong>on</strong>firmed the nati<strong>on</strong>al level data that identified 12- to 16-year-olds as the ma<strong>in</strong> target group<br />

of youth work. Sports, recreati<strong>on</strong>, youth clubs and extracurricular youth educati<strong>on</strong> are the<br />

ma<strong>in</strong> acti<strong>on</strong> fields of youth work identified at local level.<br />

10.8 Norway<br />

Data base:<br />

The number of <strong>in</strong>habitants, which can <strong>in</strong>fluence the number of public and voluntary youth<br />

work activities, was the first criteri<strong>on</strong> for the selecti<strong>on</strong> of the four municipalities. The sec<strong>on</strong>d<br />

was the level of urbanisati<strong>on</strong>. In Norway there is large variati<strong>on</strong> <strong>in</strong> the level of urbanisati<strong>on</strong><br />

between the municipalities. It is possibly more challeng<strong>in</strong>g to c<strong>on</strong>duct youth work <strong>in</strong> rural
