10.2 Est<strong>on</strong>ia<br />
Data base:<br />
In Est<strong>on</strong>ia the municipalities selected were:<br />
� Kuusalu, a municipality of some 6,900 <strong>in</strong>habitants located <strong>in</strong> Harju county <strong>in</strong> northern<br />
Est<strong>on</strong>ia;<br />
� Narva, a town <strong>in</strong> eastern Est<strong>on</strong>ia with approximately 68,000 <strong>in</strong>habitants (80% of the<br />
populati<strong>on</strong> are Russians and <strong>on</strong>ly 4% are Est<strong>on</strong>ians);<br />
� Pärnu, a town <strong>in</strong> the western Est<strong>on</strong>ia with approximately 44,000 <strong>in</strong>habitants; and<br />
� Tartu, Est<strong>on</strong>ia’s sec<strong>on</strong>d largest city, situated <strong>in</strong> the south of the country and with<br />
approximately 100,000 <strong>in</strong>habitants.<br />
The data was not easily accessible; although we managed to get some data about youth<br />
work, there are still many blanks. It was quite impossible to get data from the municipalities<br />
because officials <strong>in</strong> most municipalities claimed that they did not have time to collect it. In<br />
<strong>on</strong>e case, the pers<strong>on</strong> resp<strong>on</strong>sible for collect<strong>in</strong>g data <strong>in</strong> the municipality said that she did not<br />
have time to collect and process data because she had several jobs and was also active as a<br />
youth worker herself. Nevertheless we did get some relevant <strong>in</strong>formati<strong>on</strong> about local youth<br />
work from the Est<strong>on</strong>ian <strong>Youth</strong> <strong>Work</strong> Centre, but this data is of the same low quality as the<br />
data obta<strong>in</strong>ed for the nati<strong>on</strong>al level.<br />
F<strong>in</strong>d<strong>in</strong>gs:<br />
In some municipalities it is possible to track down the total number of youth work providers,<br />
for <strong>in</strong>stance <strong>in</strong> Tartu. In the cases of Narva and Pärnu, the total number of youth work<br />
providers is not completely reliable because the data does not <strong>in</strong>clude the providers of open<br />
youth work. The <strong>on</strong>ly data available <strong>in</strong> these municipalities was about the hobby school or<br />
the hobby centres. There is also no reliable <strong>in</strong>formati<strong>on</strong> about n<strong>on</strong>-public youth work<br />
providers <strong>in</strong> Narva, but it seems very unlikely that there are no n<strong>on</strong>-public providers at all.<br />
And surpris<strong>in</strong>gly there is no data about public organisati<strong>on</strong>s <strong>in</strong> Kuusalu.<br />

Some data is available about types of activities, but it is rather disputable. Some of the<br />
providers offer such a wide range of different youth work activities that it is hard to decide<br />
