The ma<strong>in</strong> reas<strong>on</strong>s for the situati<strong>on</strong> described here are:<br />

 Political impact:<br />

No data about youth<br />

work <strong>in</strong>stituti<strong>on</strong>s<br />

No c<strong>on</strong>cept of youth<br />

work<br />

Scattered<br />

resp<strong>on</strong>sibility<br />

between different<br />

levels of<br />

adm<strong>in</strong>istrati<strong>on</strong><br />

No comm<strong>on</strong><br />

<strong>in</strong>dicators<br />

o that there is no political requirement for report<strong>in</strong>g as youth work is not a<br />

priority and <strong>in</strong>deed sometimes not even recognised as a professi<strong>on</strong>;<br />

o that the resp<strong>on</strong>sibilities for youth work are scattered between different<br />

m<strong>in</strong>istries and there is no cross-sectoral cooperati<strong>on</strong> <strong>in</strong> report<strong>in</strong>g and<br />

o that youth work is performed and f<strong>in</strong>anced at local level, so that no need is felt<br />

for a nati<strong>on</strong>al report.<br />

 F<strong>in</strong>ancial impact:<br />

o that <strong>on</strong>ly publicly funded projects are registered, as spend<strong>in</strong>g of the public<br />

budget has to be duly adm<strong>in</strong>istered and m<strong>on</strong>itored.<br />

 Cultural impact:<br />

o that there is a lack of rout<strong>in</strong>e for report<strong>in</strong>g am<strong>on</strong>g voluntary organisati<strong>on</strong>s as<br />

they are not participat<strong>in</strong>g <strong>in</strong> report<strong>in</strong>g and<br />

o that some countries lack the traditi<strong>on</strong> of mak<strong>in</strong>g fund<strong>in</strong>g structures<br />

transparent.<br />

 Professi<strong>on</strong>al impact:<br />

o that the c<strong>on</strong>cept of youth work is vague and thus comm<strong>on</strong> <strong>in</strong>dicators are<br />

miss<strong>in</strong>g.<br />

Analys<strong>in</strong>g the various nati<strong>on</strong>al report<strong>in</strong>g systems reveals <strong>in</strong>dividual examples of good<br />

practice approaches. These examples were found <strong>in</strong> c<strong>on</strong>texts where, <strong>in</strong> the absence of<br />

overall data, <strong>in</strong>dividual stakeholders were put <strong>in</strong> charge of gather<strong>in</strong>g <strong>in</strong>formati<strong>on</strong> or decided to<br />

become active <strong>in</strong> this respect <strong>on</strong> their own <strong>in</strong>itiative.<br />

In Est<strong>on</strong>ia and Ireland, the central state <strong>in</strong>stituti<strong>on</strong>s and authorities resp<strong>on</strong>sible for the<br />

implementati<strong>on</strong> of nati<strong>on</strong>al youth work policies are also the organisati<strong>on</strong>s <strong>in</strong> charge of central<br />

data collecti<strong>on</strong> and process<strong>in</strong>g. It is therefore possible to keep track of nati<strong>on</strong>al and publicly<br />

funded measures.
