“<strong>Youth</strong> activities and youth work play a central role <strong>in</strong> foster<strong>in</strong>g<br />
knowledge and commitment to civil society”. This idea has<br />
meanwhile ga<strong>in</strong>ed full recogniti<strong>on</strong> with<strong>in</strong> European <strong>in</strong>stituti<strong>on</strong>s and<br />
policy but although there is a wide range and diversity of youth work<br />
experiences <strong>in</strong> European countries, there is still <strong>on</strong>ly limited specific<br />
<strong>in</strong>formati<strong>on</strong> available <strong>on</strong> the youth sector. Exist<strong>in</strong>g data is scattered<br />
and unsatisfactory, so that the socio-ec<strong>on</strong>omic importance of youth<br />
work is difficult to verify.<br />
Aga<strong>in</strong>st this background, the partnership between the European<br />
Commissi<strong>on</strong> and the Council of Europe <strong>in</strong> the youth field, with its<br />
study <strong>on</strong> “The Socio-ec<strong>on</strong>omic Scope of <strong>Youth</strong> <strong>Work</strong> <strong>in</strong> Europe”,<br />
<strong>in</strong>tends to br<strong>in</strong>g youth work and learn<strong>in</strong>g with<strong>in</strong> youth activities to the<br />
foreground and <strong>in</strong>crease their visibility.<br />
The study presented here has taken a number of important <strong>in</strong>itial<br />
steps towards achiev<strong>in</strong>g a quantitative overview and analysis of<br />
youth work <strong>in</strong> Europe. The project was carried out <strong>in</strong> 10 European<br />
countries: Est<strong>on</strong>ia, Germany, Greece, Ireland, Italy, the<br />
Netherlands, Norway, Romania, and Spa<strong>in</strong>.<br />
The study proceeded <strong>in</strong> the follow<strong>in</strong>g stages:<br />
� qualitative nati<strong>on</strong>al status reports <strong>on</strong> youth work,<br />
� quantitative reports at nati<strong>on</strong>al level,<br />
� quantitative surveys of four municipalities <strong>in</strong> each country,<br />
� <strong>in</strong>terviews with experts.<br />
As no generally recognised and officially established def<strong>in</strong>iti<strong>on</strong> of<br />
youth work is available for either all European countries as a whole<br />
or any of the <strong>in</strong>dividual countries <strong>in</strong>volved, the first phase of the<br />
project <strong>in</strong>volved a systematic exam<strong>in</strong>ati<strong>on</strong> of the def<strong>in</strong>iti<strong>on</strong>s and<br />
legal and structural circumstances of youth work. This has led to the<br />
follow<strong>in</strong>g statements:<br />
� The def<strong>in</strong>iti<strong>on</strong> of youth work proposed by Peter Lauritzen,<br />
which was assumed as the basis of the project, is <strong>in</strong>deed the<br />
most comprehensive def<strong>in</strong>iti<strong>on</strong> available, and the results of<br />
the project have not given rise to any need to improve it.<br />
