The situati<strong>on</strong> is <strong>in</strong>fluenced by a general lack of nati<strong>on</strong>al youth policy and the late implementati<strong>on</strong> of local youth policies<br />

with c<strong>on</strong>siderable local and regi<strong>on</strong>al differences<br />

Voluntary organisati<strong>on</strong>s and cooperatives offer a broad<br />

range of short and l<strong>on</strong>ger tra<strong>in</strong><strong>in</strong>g courses. In some cases,<br />

these can be c<strong>on</strong>sidered as further tra<strong>in</strong><strong>in</strong>g for those<br />

start<strong>in</strong>g to work as professi<strong>on</strong>als <strong>in</strong> local youth policies<br />

without hav<strong>in</strong>g appropriate qualificati<strong>on</strong>s.<br />

Voluntary youth associati<strong>on</strong>s may offer<br />

tra<strong>in</strong><strong>in</strong>g for volunteers without str<strong>in</strong>gent<br />

coord<strong>in</strong>ati<strong>on</strong>.<br />

Most voluntary organisati<strong>on</strong>s offer a<br />

wide range of courses for volunteers.<br />

Few of them lead to official<br />

acknowledged certificates. In many<br />

cases, volunteers have to take courses<br />

arranged by the different organisati<strong>on</strong>s<br />

to be c<strong>on</strong>sidered suitable for do<strong>in</strong>g<br />

youth work.<br />

Social cultural worker, social<br />

pedagogical worker, social service<br />

worker, welfare worker: 2 to 4-year<br />

degrees organised <strong>in</strong> four levels<br />

(modules) provided at Regi<strong>on</strong>al<br />

Educati<strong>on</strong> Centres. 60% practice<br />

tra<strong>in</strong><strong>in</strong>g<br />

Child and youth work: 2 years of<br />

educati<strong>on</strong> <strong>in</strong> public sec<strong>on</strong>dary school<br />

plus 2 years of practice. Employment<br />

<strong>in</strong> k<strong>in</strong>dergartens, youth clubs<br />

Some youth associati<strong>on</strong>s/organisati<strong>on</strong>s offer tra<strong>in</strong><strong>in</strong>g<br />

sessi<strong>on</strong>s and short courses for their volunteers. Volunteer<br />

organisati<strong>on</strong>s offer their volunteers either free or paid<br />

courses <strong>on</strong> different topics, depend<strong>in</strong>g <strong>on</strong> the activity.<br />

Also, state <strong>in</strong>stituti<strong>on</strong>s cooperate with youth NGOs to offer<br />

courses and tra<strong>in</strong><strong>in</strong>g for young people <strong>on</strong> a range of issues.<br />

Certificates are offered at the end of these courses<br />

(tra<strong>in</strong><strong>in</strong>gs for tra<strong>in</strong>ers).<br />

Voluntary youth associati<strong>on</strong>s offer<br />

tra<strong>in</strong><strong>in</strong>g for volunteers which may be<br />

coord<strong>in</strong>ated by regi<strong>on</strong>al adult<br />

educati<strong>on</strong> centres (with certificate).<br />

These courses do not require a<br />

university degree.<br />

A graduate university degree <strong>on</strong><br />

voluntary work and cooperati<strong>on</strong> is<br />

available (it requires a university<br />

degree).<br />

Higher technician for social services /<br />

socio-cultural animators: 2-year course<br />

at regi<strong>on</strong>al professi<strong>on</strong>al schools with a<br />

balance between practice and<br />

theoretical <strong>in</strong>structi<strong>on</strong>. It does not<br />

require a university degree.<br />

Graduate university degree to achieve<br />

the title of socio cultural animator<br />

(requires a university degree).<br />

University Diploma <strong>in</strong> Educati<strong>on</strong>al Sciences with<br />

specialisati<strong>on</strong> <strong>in</strong> social pedagogy: 3 years for the first level<br />

degree and two years of specialisati<strong>on</strong> plus placement<br />

Higher Vocati<strong>on</strong>al Educati<strong>on</strong> (UPE) <strong>in</strong><br />

cultural and social educati<strong>on</strong> (CMV): 4year<br />

degree equivalent to polytechnic<br />

level; practice experience is <strong>in</strong>tegrated<br />

(until 1990 special `youth work‘<br />

programme <strong>in</strong> UPE)<br />

Bachelor <strong>in</strong> child welfare or social<br />

work: 3-year course at University<br />

Colleges, <strong>on</strong>e semester practice<br />

placement <strong>in</strong>cluded. Employment <strong>in</strong><br />

child welfare services, schools, social<br />

services<br />

Master <strong>in</strong> child welfare or social work:<br />

Bachelor pus 2 years of further<br />

educati<strong>on</strong> at University Colleges.<br />

Employment <strong>in</strong> child welfare services,<br />

schools, social services, research and<br />

development<br />

There is no formal programme of qualificati<strong>on</strong> for youth<br />

workers.<br />

<strong>Youth</strong> workers get their qualificati<strong>on</strong>s by work<strong>in</strong>g <strong>in</strong><br />

organisati<strong>on</strong>s, associati<strong>on</strong>s, by attend<strong>in</strong>g <strong>in</strong>ternati<strong>on</strong>al<br />

sem<strong>in</strong>ars, workshops, courses, and thus achiev<strong>in</strong>g<br />

experience <strong>in</strong> the field of youth work.<br />

Social work and social educati<strong>on</strong>: 3year<br />

university degree lead<strong>in</strong>g to<br />

management positi<strong>on</strong>s <strong>in</strong> local youth<br />

services and to work with specially<br />

disadvantaged youth; 40% practice<br />

and 60% study .<br />
