Families was established <strong>on</strong> 22 February 2007. The existence of this might shift the topic of<br />

youth work up the political agenda, tak<strong>in</strong>g it out of the shadow of youth care. As both of these<br />

events are fairly recent, their mid- and l<strong>on</strong>g-term c<strong>on</strong>sequences still rema<strong>in</strong> to be seen 26 .<br />

6.8 Norway<br />

When it comes to young people and youth work, two aspects of the welfare state are of<br />

particular <strong>in</strong>terest. The first is that the upbr<strong>in</strong>g<strong>in</strong>g of children is not solely seen as parents´<br />

resp<strong>on</strong>sibility. Child welfare services have the right to <strong>in</strong>tervene when children and young<br />

people are liv<strong>in</strong>g under potentially harmful c<strong>on</strong>diti<strong>on</strong>s. Sec<strong>on</strong>dly voluntary work is recognised<br />

by both the government and society at large as an important arena for young people to learn<br />

about participati<strong>on</strong> and democratic processes. Voluntary youth work therefore receives<br />

substantial f<strong>in</strong>ancial support from both nati<strong>on</strong>al and local government.<br />

<strong>Youth</strong> work <strong>in</strong> Norway <strong>in</strong>cludes activities c<strong>on</strong>ducted by both voluntary and public<br />

organisati<strong>on</strong>s. Voluntary organisati<strong>on</strong>s typically focus <strong>on</strong> sports, culture and recreati<strong>on</strong>al<br />

activities, but they can also work to improve liv<strong>in</strong>g c<strong>on</strong>diti<strong>on</strong>s for disadvantaged youths.<br />

Public organisati<strong>on</strong>s usually offer activities such as youth clubs, culture and music schools as<br />

well as child welfare and social services. Much of the youth work <strong>in</strong> Norway is c<strong>on</strong>ducted <strong>in</strong><br />

the third sector, with volunteers act<strong>in</strong>g as significant c<strong>on</strong>tributors. In many cases child welfare<br />

services cooperates with voluntary organisati<strong>on</strong>s so that young people experienc<strong>in</strong>g some<br />

k<strong>in</strong>d of problems can participate <strong>in</strong> an activity (for example sports) together with other young<br />

people.<br />

The ma<strong>in</strong> acti<strong>on</strong> fields of youth work <strong>in</strong> Norway <strong>in</strong>cludes voluntary work, youth clubs and<br />

child welfare services. Voluntary work c<strong>on</strong>sists of a broad range of organisati<strong>on</strong>s that focus<br />

<strong>on</strong> sports, culture, politics, religi<strong>on</strong> and recreati<strong>on</strong>al activities. In most cases these<br />

organisati<strong>on</strong>s are run by volunteers. Organisati<strong>on</strong>s of this type are normally open to all<br />

people who want to participate. <strong>Youth</strong> clubs are owned and f<strong>in</strong>anced by local government.<br />

Their purpose is to give all young people the opportunity of meet<strong>in</strong>g other young people. The<br />

ma<strong>in</strong> focus of youth clubs is not activities but rather the importance of <strong>in</strong>teracti<strong>on</strong> between<br />

young people. <strong>Youth</strong> clubs will normally not accept participants over 18 years of age. Not all<br />

municipalities have youth clubs. <strong>Youth</strong> welfare services encompass all the work that is d<strong>on</strong>e<br />

by the local and regi<strong>on</strong>al child welfare services to help young people with drug-related<br />

problems, crim<strong>in</strong>al <strong>in</strong>cl<strong>in</strong>ati<strong>on</strong>s or any other behaviour that will cause them harm. Young<br />

people older than 18 years will <strong>in</strong> most cases no l<strong>on</strong>ger receive support from the child<br />

welfare services.<br />
