and straddles the fields of educati<strong>on</strong> and pers<strong>on</strong>al social services. Its emphasis <strong>on</strong><br />
socialisati<strong>on</strong> and <strong>in</strong>clusi<strong>on</strong> through pers<strong>on</strong>al and social development differentiates youth<br />
work from social work, which is primarily c<strong>on</strong>cerned with child protecti<strong>on</strong> and family welfare<br />
issues. <strong>Youth</strong> work is predom<strong>in</strong>antly located with<strong>in</strong> the third sector, be<strong>in</strong>g composed of<br />
nati<strong>on</strong>al and voluntary youth organisati<strong>on</strong>s under the overall co-ord<strong>in</strong>ati<strong>on</strong> of the <strong>Youth</strong><br />
Affairs Secti<strong>on</strong> of the Department of Educati<strong>on</strong> and Science and Vocati<strong>on</strong>al Educati<strong>on</strong><br />
Committee (VECs). Social work is primarily located with<strong>in</strong> the state sector, as part of the<br />
Health Service Executive (HSE), under the overall c<strong>on</strong>trol of the Department of Health and<br />
Children.<br />
<strong>Youth</strong> organisati<strong>on</strong>s operate a variety of programmes and activities, that cater for young<br />
people with divergent needs and <strong>in</strong>terests <strong>in</strong>clud<strong>in</strong>g outdoor pursuits (hik<strong>in</strong>g, water activities,<br />
etc.), project work, games and recreati<strong>on</strong>, arts (drama, dance, etc.), citizenship and social<br />
acti<strong>on</strong>, summer projects and <strong>in</strong>ternati<strong>on</strong>al exchanges.<br />
<strong>Youth</strong> work <strong>in</strong> Ireland, c<strong>on</strong>sequently, has a dist<strong>in</strong>ctive ethos that def<strong>in</strong>es it as a unique<br />
activity with its own clearly delimited missi<strong>on</strong> aimed at the social and pers<strong>on</strong>al development<br />
of the youth populati<strong>on</strong> <strong>on</strong> the basis of voluntary participati<strong>on</strong>. Its primary locati<strong>on</strong> with<strong>in</strong> civil<br />
society <strong>in</strong> terms of service delivery reflects the historic <strong>in</strong>fluence of the pr<strong>in</strong>ciple of<br />
subsidiarity <strong>on</strong> Irish social policy formati<strong>on</strong> and the limitati<strong>on</strong>s of the Irish Welfare State 22 .<br />
There are a grow<strong>in</strong>g number of <strong>in</strong>dependently managed, community-based youth<br />
organisati<strong>on</strong>s <strong>in</strong> Ireland. These projects are usually not affiliated to <strong>on</strong>e of the nati<strong>on</strong>al youth<br />
organisati<strong>on</strong>s and are, accord<strong>in</strong>g to the NYCI, ma<strong>in</strong>ly funded by government departments or<br />
agencies other than the <strong>Youth</strong> Affairs Secti<strong>on</strong> of the Department of Educati<strong>on</strong> and Science.<br />
There are c<strong>on</strong>siderable grounds for optimism <strong>in</strong> terms of the emergence of a legislative<br />
framework and the Nati<strong>on</strong>al <strong>Youth</strong> <strong>Work</strong> Development Plan (NYWDP). But implementati<strong>on</strong><br />
has proven to be slow, with a reluctance to match rhetoric with resources. N<strong>on</strong>etheless,<br />
<strong>in</strong>eluctably the Irish State is be<strong>in</strong>g drawn <strong>in</strong>to the sphere of youth work. As we have seen,<br />
fund<strong>in</strong>g is be<strong>in</strong>g provided by a diverse set of statutory sources. There is a real need for coord<strong>in</strong>ati<strong>on</strong><br />
and the new committee structure envisages provid<strong>in</strong>g just that – the so<strong>on</strong>er it is<br />
effectively implemented <strong>on</strong> the ground the better for the future of Irish youth work.<br />
6.6 Italy<br />
In Italy the issue of youth policy is develop<strong>in</strong>g very slowly, with <strong>on</strong>ly 0.24% of municipal funds<br />
allocated to policies regard<strong>in</strong>g young people.<br />
Interventi<strong>on</strong>s <strong>in</strong> favour of young people are often very weak because they are m<strong>on</strong>othematic<br />
and, therefore, nearly always <strong>in</strong>volve an element of welfarism rather than a political proposal<br />
for research and promoti<strong>on</strong> of str<strong>on</strong>g values or improved access to <strong>in</strong>formati<strong>on</strong>, jobs, credit<br />
