6.2 Est<strong>on</strong>ia<br />
<strong>Youth</strong> work <strong>in</strong> Est<strong>on</strong>ia is generally understood as <strong>in</strong>volv<strong>in</strong>g the social, cultural and health<br />
educati<strong>on</strong> of young people to promote their mental and physical development 19 . The<br />
objective of youth work is to create c<strong>on</strong>diti<strong>on</strong>s that will facilitate young people´s their<br />
development and enable them to be active outside their families, formal educati<strong>on</strong> and work,<br />
to support them <strong>in</strong> their socialisati<strong>on</strong> process and promote their development towards<br />
becom<strong>in</strong>g well-cop<strong>in</strong>g members of society.<br />
The c<strong>on</strong>cept and development plan of youth work <strong>in</strong> Est<strong>on</strong>ia are the basis for specific acti<strong>on</strong><br />
plans <strong>in</strong> eight subdivisi<strong>on</strong>s of youth work, <strong>in</strong>volv<strong>in</strong>g horiz<strong>on</strong>tal themes of <strong>in</strong>tegrati<strong>on</strong> and<br />
crim<strong>in</strong>al preventi<strong>on</strong>. These eight important subdivisi<strong>on</strong>s are:<br />

� special youth work c<strong>on</strong>centrat<strong>in</strong>g <strong>on</strong> young people liv<strong>in</strong>g <strong>in</strong> risk circumstances and/ or<br />
exhibit<strong>in</strong>g problematic behaviour;<br />
� youth hobby educati<strong>on</strong> activities outside formal educati<strong>on</strong>;<br />
� youth <strong>in</strong>formati<strong>on</strong>;<br />
� youth counsel<strong>in</strong>g;<br />
� youth work tra<strong>in</strong><strong>in</strong>g (existence, availability and quality of the possibilities for the<br />
acquisiti<strong>on</strong> and development of the attitudes, knowledge and skills necessary for<br />
quality youth work and its successful performance);<br />
� recreati<strong>on</strong>al activities for young people (ma<strong>in</strong>ly spare time activities and camps);<br />
� work educati<strong>on</strong> for young people which aims to <strong>in</strong>crease youth employment<br />
read<strong>in</strong>ess;<br />
� <strong>in</strong>ternati<strong>on</strong>al youth work.<br />
All these youth work activities are targeted to a rather broad age group because the <strong>Youth</strong><br />
<strong>Work</strong> Act def<strong>in</strong>es the target group between 7 and 26 years of age. But depend<strong>in</strong>g <strong>on</strong> their<br />
possibilities to participate <strong>in</strong> social life, different target groups are def<strong>in</strong>ed <strong>in</strong> the course of<br />
project and programme plann<strong>in</strong>g, for <strong>in</strong>stance disadvantaged groups based either <strong>on</strong><br />
geographic, ec<strong>on</strong>omic, l<strong>in</strong>guistic, social or health aspects.<br />
The range of people who can be c<strong>on</strong>sidered as youth workers is rather broad as well,<br />
because the status of youth workers <strong>in</strong> Est<strong>on</strong>ia is somewhat obscure, and there is no<br />
coherent understand<strong>in</strong>g of who is a youth worker and who is not. At the moment there is a<br />
debate about the professi<strong>on</strong>al standards of youth workers <strong>in</strong> Est<strong>on</strong>ia. Nevertheless, most<br />
youth work <strong>in</strong> youth associati<strong>on</strong>s is performed by volunteers.<br />
