4 Def<strong>in</strong>iti<strong>on</strong>s of <strong>Youth</strong> <strong>Work</strong><br />

To describe the nature and scope of youth work <strong>in</strong> Europe it is first of all necessary to stress<br />

that there is no c<strong>on</strong>sistent def<strong>in</strong>iti<strong>on</strong> of youth work either <strong>in</strong> all European countries or even <strong>in</strong><br />

any s<strong>in</strong>gle country. <strong>Youth</strong> work is a summary expressi<strong>on</strong> shaped by different traditi<strong>on</strong>s and<br />

by different legal and adm<strong>in</strong>istrative frameworks, and it is used for a wide range of activities.<br />

Regard<strong>in</strong>g the legislative c<strong>on</strong>diti<strong>on</strong>s of youth work the follow<strong>in</strong>g overview can be given:<br />

<strong>Youth</strong> work is not regulated by law or by a specific <strong>Youth</strong> <strong>Work</strong> Act <strong>in</strong> every country. Austria,<br />

Est<strong>on</strong>ia, Germany, Ireland, Norway and Romania have specific legislati<strong>on</strong> that establishes a<br />

framework for the provisi<strong>on</strong> of youth work. In Greece, Italy and Spa<strong>in</strong>, youth work is<br />

endorsed <strong>in</strong> various laws, ma<strong>in</strong>ly <strong>in</strong> legislati<strong>on</strong> regard<strong>in</strong>g youth employment and educati<strong>on</strong>. In<br />

the Netherlands youth care is regulated by law, while leisure-time-oriented youth work is<br />

traditi<strong>on</strong>ally less exposed to the <strong>in</strong>fluence of the state and thus rema<strong>in</strong>s less regulated. In<br />

general it can be stated that youth work is part of both the welfare and the educati<strong>on</strong>al<br />

system, and <strong>in</strong> some countries, such as Italy, Greece and Spa<strong>in</strong>, there are also <strong>in</strong>tersecti<strong>on</strong>s<br />

with the employment policy sector and – <strong>in</strong> Italy and Greece – also with the health system.<br />

Although <strong>in</strong> some countries youth policy is shaped at state level or <strong>in</strong> aut<strong>on</strong>omous regi<strong>on</strong>s,<br />

<strong>on</strong>ly Germany and Ireland have the possibility of regulat<strong>in</strong>g youth policy by law at that level.<br />

These two countries also def<strong>in</strong>e youth work with<strong>in</strong> the legislative framework. In Germany<br />

youth work was def<strong>in</strong>ed <strong>in</strong> 1991 with<strong>in</strong> the Children and <strong>Youth</strong> Service Act with the aim of<br />

strengthen<strong>in</strong>g its status as an <strong>in</strong>dependent work field. In Ireland the def<strong>in</strong>iti<strong>on</strong> has to be<br />

understood aga<strong>in</strong>st the background of transformati<strong>on</strong> of the landscape of youth work, with<br />

the state mov<strong>in</strong>g towards becom<strong>in</strong>g the key stakeholder.<br />

Some of the reas<strong>on</strong>s for the <strong>in</strong>c<strong>on</strong>sistent def<strong>in</strong>iti<strong>on</strong> of youth work may be <strong>on</strong> the <strong>on</strong>e hand the<br />

traditi<strong>on</strong>al absence of youth policy <strong>in</strong> some countries and <strong>on</strong> the other hand the traditi<strong>on</strong> of<br />

self-determ<strong>in</strong>ati<strong>on</strong> and process-related development of the youth work sector <strong>in</strong> some other<br />

countries. In additi<strong>on</strong>, the grow<strong>in</strong>g necessity to deal with socio-ec<strong>on</strong>omic changes <strong>in</strong> society<br />

and to address problems of social exclusi<strong>on</strong> has c<strong>on</strong>stantly <strong>in</strong>fluenced the development and<br />

adaptati<strong>on</strong> of youth work.<br />
