There were differences <strong>in</strong> types of youth work documented between regi<strong>on</strong>s as well as<br />
between rural and urban areas. For example <strong>in</strong> Segovia, a city with a populati<strong>on</strong> of around<br />
20,000, they did not have a <strong>Youth</strong> Council until 2003, when they created the “Casa Joven”<br />
follow<strong>in</strong>g the electi<strong>on</strong> of the socialist party <strong>in</strong>to the city council. This dem<strong>on</strong>strates the lack of<br />
focus <strong>on</strong> youth <strong>in</strong> urban areas. In rural areas the difficulties are greater, and the limited youth<br />
programmes and activities play an even smaller role. Depopulati<strong>on</strong> and age<strong>in</strong>g of the<br />
populati<strong>on</strong> <strong>in</strong> rural Spa<strong>in</strong> must be menti<strong>on</strong>ed as factors partly expla<strong>in</strong><strong>in</strong>g the reduced youth<br />
activities <strong>in</strong> rural envir<strong>on</strong>ments.<br />
For Segovia the activities menti<strong>on</strong>ed were ma<strong>in</strong>ly extracurricular educati<strong>on</strong>al and leisure<br />
activities. There is also a focus <strong>on</strong> <strong>in</strong>formati<strong>on</strong> and c<strong>on</strong>sultancy <strong>on</strong> employment and sports. In<br />
all cases activities relat<strong>in</strong>g to <strong>in</strong>ternati<strong>on</strong>al youth exchanges were limited or n<strong>on</strong>-existent.<br />
In a mid-sized city council like Valladolid, the youth work map is similar to that of a city like<br />
Segovia. In any case, both budgets are quite meagre relative to the populati<strong>on</strong>. The<br />
associati<strong>on</strong>s studied work with public and private budgets and are organised with<strong>in</strong> social<br />
networks to carry out cultural and exchange activities, while <strong>on</strong> an aut<strong>on</strong>omous level they<br />
carry out activities with immigrant youth. In this last case, the ma<strong>in</strong> activities are cultural as<br />
well as <strong>in</strong> the area of n<strong>on</strong>-formal educati<strong>on</strong> and c<strong>on</strong>sultancy. In both cases the budget is<br />
relatively reduced, denot<strong>in</strong>g limited <strong>in</strong>stituti<strong>on</strong>al support for associati<strong>on</strong>s that work with young<br />
people.<br />

For councils <strong>in</strong> rural areas, the activities performed c<strong>on</strong>cern youth and childhood leisure<br />
c<strong>on</strong>sultancy. In rural envir<strong>on</strong>ments the lack of activities, budgets and pers<strong>on</strong>nel are even<br />
greater than <strong>in</strong> urban envir<strong>on</strong>ments.<br />
The data gathered about youth workers <strong>in</strong>dicates that the majority of workers have a higher<br />
educati<strong>on</strong>, either as teachers, social workers or socio-cultural leaders.<br />
It can also be noted that the percentage of women youth workers is slightly greater than that<br />
of male youth workers, which shows that youth work is characterised as female work <strong>in</strong><br />
recreati<strong>on</strong><br />
