Differences between nati<strong>on</strong>al and local level<br />
In Romania the local survey was able to trace youth work activities provided at local level,<br />
the funds allocated, and the number of youth workers employed <strong>in</strong> the County <strong>Youth</strong><br />
Departments. It was not possible to make all activities and structures provided by youth<br />
associati<strong>on</strong>s or n<strong>on</strong>-governmental associati<strong>on</strong> visible.<br />
The data provided at local level shows that Romania also offers a variety of youth work at<br />
local level. As the municipalities fund youth work, subsidiarity is put <strong>in</strong>to practice.<br />
Unfortunately it is not possible to highlight the c<strong>on</strong>tributi<strong>on</strong> of youth associati<strong>on</strong>s to the youth<br />
work practice, as no data is available regard<strong>in</strong>g youth workers and members. The reas<strong>on</strong> for<br />
this is that youth worker is not a recognised professi<strong>on</strong>.<br />
Differences at local level<br />
The youth work activities traced for the four counties represent the local structures of youth<br />
work <strong>in</strong> the other 36 counties of Romania, as local bodies merely promote the youth policy<br />
shaped at nati<strong>on</strong>al level. The NGO sector is more flexible, as local NGOs can nowadays<br />
have a greater <strong>in</strong>fluence <strong>on</strong> their services.<br />
10.10Spa<strong>in</strong><br />
Data base:<br />
In Spa<strong>in</strong> fifteen questi<strong>on</strong>naires were sent to different local organisati<strong>on</strong>s and associati<strong>on</strong>s <strong>in</strong><br />
different rural and urban areas <strong>in</strong> different regi<strong>on</strong>s. However <strong>on</strong>ly five of these questi<strong>on</strong>naires<br />
were sent back, s<strong>in</strong>ce <strong>in</strong> a Spanish c<strong>on</strong>text the questi<strong>on</strong>naire was difficult to understand due<br />
to the lack of specific def<strong>in</strong>iti<strong>on</strong>s and the overlapp<strong>in</strong>g of categories. This is ma<strong>in</strong>ly due to the<br />
lack of a traditi<strong>on</strong> <strong>in</strong> youth work and associati<strong>on</strong>s <strong>in</strong> Spanish society, al<strong>on</strong>g with the limited<br />
role of youth tra<strong>in</strong>ers and youth policies <strong>in</strong> the Spanish welfare state. The questi<strong>on</strong>naires<br />
