Three years ago, an annual project was started at nati<strong>on</strong>al level: “the Week of the<br />
Volunteers”, when volunteer<strong>in</strong>g activities, NGO fairs, debates and meet<strong>in</strong>gs are organised <strong>in</strong><br />
as many Romanian cities as possible.<br />
Regard<strong>in</strong>g the budget of youth work at local level, four ma<strong>in</strong> sources could be identified:<br />

It can be stated that youth work at local level is f<strong>in</strong>anced by a mix of European, nati<strong>on</strong>al and<br />
local funds. It should be menti<strong>on</strong>ed that apply<strong>in</strong>g for public m<strong>on</strong>ey <strong>in</strong>volves a great deal of<br />
paper work <strong>in</strong> all cases. In additi<strong>on</strong>, the NAY funds are distributed am<strong>on</strong>g <strong>in</strong>stituti<strong>on</strong>s <strong>in</strong> very<br />
small budgets, so that NGOs often do not c<strong>on</strong>sider it worth apply<strong>in</strong>g for them. Thus many<br />
small or start-up youth organisati<strong>on</strong>s benefit from these calls for projects.<br />
The number of youth workers could be identified <strong>on</strong>ly for public <strong>in</strong>stituti<strong>on</strong>s and for the<br />
County <strong>Youth</strong> Departments:<br />

Eight youth workers – two men and six women – could be identified as youth workers. They<br />
work as “youth counsellors”, i.e. they are resp<strong>on</strong>sible for organis<strong>in</strong>g and m<strong>on</strong>itor<strong>in</strong>g youth<br />
activities and for provid<strong>in</strong>g <strong>in</strong>formati<strong>on</strong> to young people. This represents a low ratio of<br />
workers to the youth activities provided, as these pers<strong>on</strong>s are resp<strong>on</strong>sible for youth activities<br />
<strong>in</strong> both urban and rural sett<strong>in</strong>gs <strong>in</strong> the entire county. An example: the three youth workers <strong>in</strong><br />
Cluj county are resp<strong>on</strong>sible for 170,000 young people aged from 15 to 29 years. All youth<br />
workers are full-time employees, and most of them have a professi<strong>on</strong>al qualificati<strong>on</strong> and<br />
more than five years’ experience <strong>in</strong> youth work.<br />
Their work is complemented by the work of n<strong>on</strong>-governmental youth organisati<strong>on</strong>s, where it<br />
was not possible to identify the number of youth workers. One of the reas<strong>on</strong>s for this is that
