as youth work is not a priority and <strong>in</strong>deed<br />

sometimes not even recognised as a professi<strong>on</strong>,<br />

o that the resp<strong>on</strong>sibilities for youth work are scattered<br />

between different m<strong>in</strong>istries and there is no crosssectoral<br />

cooperati<strong>on</strong> <strong>in</strong> report<strong>in</strong>g, and<br />

o that youth work is performed and f<strong>in</strong>anced at local<br />

level, so that no need is felt for a nati<strong>on</strong>al report.<br />

o that <strong>on</strong>ly publicly funded projects are registered, as<br />

<strong>in</strong> these cases spend<strong>in</strong>g of the public budget has to<br />

be duly adm<strong>in</strong>istered and m<strong>on</strong>itored.<br />

o that there is a lack of rout<strong>in</strong>e for report<strong>in</strong>g am<strong>on</strong>g<br />

voluntary organisati<strong>on</strong>s, as they are not generally<br />

o that some countries lack the traditi<strong>on</strong> of mak<strong>in</strong>g<br />

fund<strong>in</strong>g structures transparent.<br />

o that the c<strong>on</strong>cept of youth work is vague and thus<br />

comm<strong>on</strong> <strong>in</strong>dicators are miss<strong>in</strong>g.<br />

The experts <strong>in</strong>terviewed <strong>in</strong> the course of the study identified the Experts po<strong>in</strong>t of view<br />

follow<strong>in</strong>g four key issues as the ma<strong>in</strong> reas<strong>on</strong>s for the limited <strong>on</strong> report<strong>in</strong>g about<br />

availability of youth work data:<br />

The first issue is recogniti<strong>on</strong>. In all countries the argument was<br />

menti<strong>on</strong>ed that youth policy and especially youth work is not a<br />

highlighted issue. In several countries experts called for greater<br />

efforts <strong>in</strong> establish<strong>in</strong>g and improv<strong>in</strong>g youth work structures. This<br />

also <strong>in</strong>cludes the fact that <strong>in</strong> many countries youth work is not<br />

sufficiently well established as a professi<strong>on</strong>.
