NOTICE 

Sealed applications are invited to grant for lease of extraction of sand from riverbed through auction under 

jurisdiction of Blocks, Bagnan-I (Mouja-Bakshi), Bagnan-II (Mouja-Nowpala), Amta-II (Mouja- Dhayanagori, Joyanti, 

Khariop), Udaunarayanpur (Mouja-Narkelberia, Kurchibinodbati), Uluberia-I (Mouja-Godaipur & Bauria), Shyampur-I 

(Mouja -Syadpur) under Uluberia Sub-Division, Howrah,. Interested persons are requested to see website 

www.howrah.gov.in and the notice board of the A.D.M and D.L.&L.R.O., Howrah, concerned B.L.&L.R.O offices & 

also office of the undersigned for detailed information of plot details, location, Application Form and Terms & 

Conditions. Auction in sealed tender will he held on 12.07.2012 at 03:00 P.M. in the Meeting hall of A.D.M and D.L. 

& L.R.O., Howrah. Sealed applications will be received in the table of the presiding officer of the auction just before 

of starting of auction in the auction hall.

Application for auction shall be submitted in triplicate in From-H. ( available in the office of DL&LRO, Howrah 

& respective office of BL&LROs 

Rs.500/- shall be deposited as application fees under head no.0853-00-102-001-16 at treasury branch of 

S.B.I in Treasury Receipt Form No.-7 ( copy should be enclosed along with application) 

Rs.10,000/- shall be deposited as earnest money under head no.0853-00-102-001-16 at treasury branch of 

S.B.I in Treasury Receipt Form No.-7 ( copy should be enclosed along with application) 

Date of auction: 12.07.2012. 

Period of lease : one year. 

Sealed application will be addressed to The District Magistrate, Howrah., mentioning the name of Block, 

Mouja & J.L. No, & Plot No. of sand extraction point on the envelop. It will be received in the table of the 

presiding officer of the suction just before of starting of auction in the auction hall. 

One applicant should apply for one plot/area in one application. In case of application for more plots, 

application should be submitted in seperate envelops and Applicaion Fees & Earnest Money should be 

deposited seperately. 

The deposits as earnest money and application fee submitted by unsuccessful bidders wil be returned within 

fifteen days from the date of confirmation of the bid. Security deposit of successful bidder will be refunded

after submission of NOC of the PWD (Roads) & I&W Deptt. after completion of extraction. 

The District Magistrate shall confirm the accepted amount of bid and select the bidder. She may reject any 

tender without assigning any reason. If no tender is received over and above the base price she may grant 

lease on base price or she may order for tender afresh. 

The provisionally selected bidder as announced by the D.L.&L.R.O. shall deposit 25% of the bid amount in 

Govt. Treasury under the proper Head of Account and submit copy of challan to the D.L.&L.R.O., Howrah on 

the next working day after announcement. 

The lease deed in favour of successful bidder will be issued within one month from the date of auction by 

Form-I, followed the terms & conditions as framed by C&I Deptt, Govt. of West Bengal vide Notification No. 

809/CI/O/MM/84/11 Dated 01.12.11. The successful bidder requested to deposit 75% of bid amount before 

getting of the lease order. The successful bidder also pay total value of the mineral assessed by the 

committee i.e. Royalty & Cess quarterly within first month of each quarter at the office of the recpective 

BLLROs. 

If the successful bidder fails to pay 25% of the bid amount within above mentioned period or the remaining 

75% of the accepted amount before exectuion of the lease deed, the amount so far deposited by the bidder 

shall be forfeited by the government. 

A lease deed shall be executed in favour of successful bidder within one month from the date of issue of 

grant order by the DM 

The successful bidder shall be bound to observe all the provisions of the Rules and Regulations of the Mines 

and Minerals (Development and Regulation) Act, 1957 and West Bengal Minor Minerals Rules,.2002 as 

amended and related Environment Protection Rules 

The successful bidder or lease holder will take care of the safety & security of public life and property around 

the proposed site. 

No Lorry/Trucks should ply on the embankment. Damages to the different embankments and slope on both 

sides for playing loaded vehicle should be repaired properly at bidder's own cost. Bidder's must ensure that 

no over loaded vechicle plies on any engineering structure including Roads, failing which stringent legal as 

well as administrative action will be contemplated. 

No objection certificate is to be obtained from the W.B. Pollution Control Board paying water cess before 

lifting of sand from the riverbed, failing which this lease will stand suo motu cancelled 

The earth/sand should not be extracted from the existing berm and minium distance 30 (Thirty) meter 

should be kept for safety in addition to the existing berm. Depth of cutting should not be more than 1 metre

with 1:2 side slope. Sand should be extracted from bed (except berm) of River / Khal. 

Minimum distance 300 Metre from different Engineering structure such as Bridge, Sluice etc. should be 

maintained. 

Due to Weak Bakshi Bridge over Gaghata Canal, plying of heavy vechicles weighing more than 12 M. Ton is 

restricted on this bridge since 2008.
