VERIFICATION OF CHARACTER & ANTECEDENTS<br />

Introduction<br />

Verification <strong>of</strong> character and antecedents in respect <strong>of</strong> a candidate selected for<br />

recruitment to Central Government and its Undertakings is conducted by the VR<br />

Section <strong>of</strong> the Collectorate. When a candidate is selected for recruitment, a Police<br />

Verification Report is sought by the concerned Employer through the <strong>District</strong><br />

Magistrate <strong>of</strong> the district where the prospective employee resides normally. Such<br />

letters having been received by the VR Section is scrutinized thoroughly and<br />

registered and then sent to SP (DIB) for verification. SP (DIB) on receipt <strong>of</strong> the<br />

papers gets the cases enquired through his agency and sends his report to DIG<br />

(IB) West Bengal who finally sends his verification report to the <strong>District</strong><br />

Magistrate. The VR Section on the basis <strong>of</strong> such report <strong>of</strong> DIG (IB) West Bengal<br />

frames a report and finally sends it to the concerned Employer.<br />

In the entire process <strong>of</strong> verification, any backlog and procedural hazards causes<br />

delay in furnishing reports to the Employer. As a result, candidates selected and<br />

exherted to be appointed suffers. Hence, timely disposal <strong>of</strong> character verification<br />

reports and regular monitoring is a must. This can be best achieved through the<br />

use <strong>of</strong> computer.<br />

<strong>Objective</strong><br />

Character Verification Report Monitoring System has been developed for better<br />

management and monitoring <strong>of</strong> the task <strong>of</strong> issuing character verification reports<br />

by the <strong>District</strong> Administration in respect <strong>of</strong> the candidates selected for<br />

recruitment.<br />

Outcome<br />

The system facilitates auto-generation <strong>of</strong> Letters / Reminders to the SP (DIB) and<br />

also to the Employers with Memo Numbers, Daily / Weekly / Monthly Checklist<br />

Generation etc. Computerization has eliminated laborious and monotonous<br />

clerical works and the human errors in the manual process thus ensuring timely<br />

disposal <strong>of</strong> character verification reports.<br />

Implementation Status<br />

Implemented successfully at VR Section and running effectively for many years<br />

now.<br />
