PROVIDENT FUND INFORMATION SYSTEM FOR<br />

LANDLESS AGRICULTURAL LABOURERS<br />

Introduction<br />

The scheme named Provident Fund for Landless Agricultural Labourers or<br />

PROFLAL in short was introduced by the Government <strong>of</strong> West Bengal in the year<br />

1998. The purpose <strong>of</strong> the scheme is to provide a social security mechanism for<br />

the Landless Agricultural Labourers whereby the savings they make and the<br />

contributions made by the Government thereon are designed to stave <strong>of</strong>f the<br />

pecuniary hardships that invariably confront the labourers for most parts <strong>of</strong> their<br />

lives.<br />

The scheme is targeted for the Landless Agricultural Labourers in the age group<br />

<strong>of</strong> 18 to 50 years who are not recorded holders <strong>of</strong> more than 50 (Fifty) decimals<br />

<strong>of</strong> any class <strong>of</strong> land including homestead land and whose major source <strong>of</strong><br />

earnings is derived from their work as Agricultural Labourers, are eligible for<br />

the scheme. The beneficiary pays Rs. 10/- per month and the State Government<br />

also contributes an equivalent amount along with interest acquired on the total<br />

contribution. The maturity value is payable to the subscriber on attaining the age<br />

<strong>of</strong> 50 years. In the event <strong>of</strong> death <strong>of</strong> the subscriber before attaining the age <strong>of</strong> 50<br />

years, the amount payable to the subscriber shall be paid to his nominee or to his<br />

legal heir.<br />

The Gram Panchayats collect the fund from the subscribers and make day to day<br />

entry in the cash book <strong>of</strong> the Gram Panchayat. The Block Development Officers<br />

maintain the statement <strong>of</strong> accounts and deposit fund to the proper head <strong>of</strong> account<br />

in the Treasuries. The Block Development Officers accord sanction for final<br />

payment to the subscribers on maturity through the Treasuries concerned. Each<br />

<strong>of</strong> the subscribers is issued an Identity Card-cum-Pass Book, in which details <strong>of</strong><br />

subscriptions are noted, under the signature <strong>of</strong> the Secretary <strong>of</strong> the Gram<br />

Panchayat.<br />

As is very clear, the mode <strong>of</strong> operation and procedures involved in processing and<br />

preserving and disseminating information with regard to this PROFLAL calls for<br />

meticulous and methodical works that demand a great deal <strong>of</strong> application <strong>of</strong> mind<br />

and this can be best accomplished through the computer.<br />
