PROVIDENT FUND INFORMATION SYSTEM FOR
LANDLESS AGRICULTURAL LABOURERS
Introduction
The scheme named Provident Fund for Landless Agricultural Labourers or
PROFLAL in short was introduced by the Government of West Bengal in the year
1998. The purpose of the scheme is to provide a social security mechanism for
the Landless Agricultural Labourers whereby the savings they make and the
contributions made by the Government thereon are designed to stave off the
pecuniary hardships that invariably confront the labourers for most parts of their
lives.
The scheme is targeted for the Landless Agricultural Labourers in the age group
of 18 to 50 years who are not recorded holders of more than 50 (Fifty) decimals
of any class of land including homestead land and whose major source of
earnings is derived from their work as Agricultural Labourers, are eligible for
the scheme. The beneficiary pays Rs. 10/- per month and the State Government
also contributes an equivalent amount along with interest acquired on the total
contribution. The maturity value is payable to the subscriber on attaining the age
of 50 years. In the event of death of the subscriber before attaining the age of 50
years, the amount payable to the subscriber shall be paid to his nominee or to his
legal heir.
The Gram Panchayats collect the fund from the subscribers and make day to day
entry in the cash book of the Gram Panchayat. The Block Development Officers
maintain the statement of accounts and deposit fund to the proper head of account
in the Treasuries. The Block Development Officers accord sanction for final
payment to the subscribers on maturity through the Treasuries concerned. Each
of the subscribers is issued an Identity Card-cum-Pass Book, in which details of
subscriptions are noted, under the signature of the Secretary of the Gram
Panchayat.
As is very clear, the mode of operation and procedures involved in processing and
preserving and disseminating information with regard to this PROFLAL calls for
meticulous and methodical works that demand a great deal of application of mind
and this can be best accomplished through the computer.
