Introduction
Finance Department, Government of West Bengal has taken steps to introduce
ICT tools to make its Registration Offices more efficient and prompt by making
registration and post registration services available to the citizen with greater
speed and with improved quality. West Bengal is one of the leading states in the
country where Registration Offices have been taken up for computerization.
Objective
The CORD software has been developed with the objective of keeping the
Registration process very transparent to the citizen. It calculates the market value
of the property automatically from the Market Value Database prepared through
the CORD-MVDP software and is capable of registering documents online with
speed, reliability and transparency.
Outcome
Computerization takes care right from the presentation of documents to its digital
scanning and its delivery to the citizen. Transparency could be achieved. The
system automatically calculates Stamp Duty and Registration Fees payable under
various Articles appropriate to the type of transaction being made and generates
receipts. The software auto allots serial numbers and then Permanent Document
Number. Where the market value assessment does not require spot verification,
the whole registration process gets completed within an hour. Improvement of
Post Registration service is also envisaged so that the citizen gets search results
for a document and its certified copy immediately. Thus there is a significant
improvement in the citizen service as well as a considerable increase in the
revenue receipts for the Government.
