Introduction
Finance Department, Government of West Bengal has taken steps to introduce
ICT tools to make its Registration Offices more efficient and prompt. The first step
towards this is to computerize the Market Value Monitoring Register (MVMR)
available at each Registration Office.
Objective
CORD-MVDP software has been developed to digitize the market value of land
and apartments located anywhere in the State of West Bengal, thus preparing the
Market Value Database from the MVMRs available at the Registration Offices.
The Market Value Database thus prepared is required for implementation of the
CORD software.
Outcome
The strategy adopted is to computerize the assessed market value as per the
MVMR over a period of five years from 1999 - 2003. This gives the market value
of plots transacted during the five years. By applying yearly appreciation, market
value of these transacted plots for the current year is worked out. Further, the list
of plots that are not available in the MVMR, i.e. the list of missing plots is
generated by the computer. The market value of these missing plots are
determined manually by applying local knowledge of the plots and then
computerized. Thus, the market value data of plots that are transacted at least
once during the five years from 1999 - 2003 and not transacted at all during
these five years provides complete computerized market value of all the plots for
land and also for apartments under the jurisdiction of each Registration Office.
Functionality
The functionalities covered by CORD-MVDP software are :
Preparation of Master Tables - Codification of Districts,
Registration Offices, Police Stations, Blocks, Municipalities, Mouzas,
Roads and connection of those codes with a particular Registration Office
MVMR data entry for Rural and Urban areas
Conversion of MVMR records to Base Market Value Table
Preparation of Missing Plots
Market value entry of the Missing Plots and conversion to
the Base Table
Market value entry of Apartment / Flat for Rural and
Urban areas.
Generation of various reports
Preparation of Market Value Database
