Introduction<br />
Finance Department, Government <strong>of</strong> West Bengal has taken steps to introduce<br />
ICT tools to make its Registration Offices more efficient and prompt. The first step<br />
towards this is to computerize the Market Value Monitoring Register (MVMR)<br />
available at each Registration Office.<br />
<strong>Objective</strong><br />
CORD-MVDP s<strong>of</strong>tware has been developed to digitize the market value <strong>of</strong> land<br />
and apartments located anywhere in the State <strong>of</strong> West Bengal, thus preparing the<br />
Market Value Database from the MVMRs available at the Registration Offices.<br />
The Market Value Database thus prepared is required for implementation <strong>of</strong> the<br />
CORD s<strong>of</strong>tware.<br />
Outcome<br />
The strategy adopted is to computerize the assessed market value as per the<br />
MVMR over a period <strong>of</strong> five years from 1999 - 2003. This gives the market value<br />
<strong>of</strong> plots transacted during the five years. By applying yearly appreciation, market<br />
value <strong>of</strong> these transacted plots for the current year is worked out. Further, the list<br />
<strong>of</strong> plots that are not available in the MVMR, i.e. the list <strong>of</strong> missing plots is<br />
generated by the computer. The market value <strong>of</strong> these missing plots are<br />
determined manually by applying local knowledge <strong>of</strong> the plots and then<br />
computerized. Thus, the market value data <strong>of</strong> plots that are transacted at least<br />
once during the five years from 1999 - 2003 and not transacted at all during<br />
these five years provides complete computerized market value <strong>of</strong> all the plots for<br />
land and also for apartments under the jurisdiction <strong>of</strong> each Registration Office.<br />

Registration Offices, Police Stations, Blocks, Municipalities, Mouzas,<br />
Roads and connection <strong>of</strong> those codes with a particular Registration Office<br />

Conversion <strong>of</strong> MVMR records to Base Market Value Table<br />

Preparation <strong>of</strong> Missing Plots<br />
