Land Acquisition Information System (LAIS)
Project Details
Introduction
Land is the very first requirement of any project. It is, therefore essential, for
successful implementation of any developmental project that the required land is
available at the earliest. In most such cases, acquisition of land is involved.
Hence, land acquisition is a vital function of the Land Acquisition Section of any
Collectorate.
In the manual system, preparation of estimates, land schedules, calculation,
award preparation, payment notice and other activities causes tremendous delay
in the payment of compensation to the persons interested, thereby causing a huge
amount of interest chargeable on compensation.
Objective
Land Acquisition Information System has been developed with the objective of
speedy disposal of land acquisition cases thereby benefiting both the Government
and the Citizen with regard to savings on interest accrued due to long pending
decisions.
Outcome
Tremendous delay in the manual system for payment of compensation to the
persons interested is very much reduced with speedy disposal of Land Acquisition
cases and Awards are made within the stipulated time period and with minimum
amount of interest on compensation. Thus, both the Government and the Citizen is
benefited by the computerized system.
All the reports, as required for keeping track of the land acquisition cases, plots
and owners of the land, starting from Notification to Possession Certificate are
available in the system. Thus, the Land Acquisition Information System serves as
a Management Information System (MIS) for the Government.
Since the software has been developed following all the salient features of the
West Bengal Land Acquisition Manual 1991, various types of problems in the
manual system has been sorted out thereby helping the Government in Process
Improvement.
The major highlights of the systems have been :

Creation of Land Acquisition Case Level Data Bank

Creation of Plot Level Data Bank and Owner Level Data
Bank
