Land Acquisition Information System (LAIS)<br />
Project Details<br />
Introduction<br />
Land is the very first requirement <strong>of</strong> any project. It is, therefore essential, for<br />
successful implementation <strong>of</strong> any developmental project that the required land is<br />
available at the earliest. In most such cases, acquisition <strong>of</strong> land is involved.<br />
Hence, land acquisition is a vital function <strong>of</strong> the Land Acquisition Section <strong>of</strong> any<br />
Collectorate.<br />
In the manual system, preparation <strong>of</strong> estimates, land schedules, calculation,<br />
award preparation, payment notice and other activities causes tremendous delay<br />
in the payment <strong>of</strong> compensation to the persons interested, thereby causing a huge<br />
amount <strong>of</strong> interest chargeable on compensation.<br />
<strong>Objective</strong><br />
Land Acquisition Information System has been developed with the objective <strong>of</strong><br />
speedy disposal <strong>of</strong> land acquisition cases thereby benefiting both the Government<br />
and the Citizen with regard to savings on interest accrued due to long pending<br />
decisions.<br />
Outcome<br />
Tremendous delay in the manual system for payment <strong>of</strong> compensation to the<br />
persons interested is very much reduced with speedy disposal <strong>of</strong> Land Acquisition<br />
cases and Awards are made within the stipulated time period and with minimum<br />
amount <strong>of</strong> interest on compensation. Thus, both the Government and the Citizen is<br />
benefited by the computerized system.<br />
All the reports, as required for keeping track <strong>of</strong> the land acquisition cases, plots<br />
and owners <strong>of</strong> the land, starting from Notification to Possession Certificate are<br />
available in the system. Thus, the Land Acquisition Information System serves as<br />
a Management Information System (MIS) for the Government.<br />
Since the s<strong>of</strong>tware has been developed following all the salient features <strong>of</strong> the<br />
West Bengal Land Acquisition Manual 1991, various types <strong>of</strong> problems in the<br />
manual system has been sorted out thereby helping the Government in Process<br />
Improvement.<br />
