Notice Inviting Tender No. (01) /Civil/ NPS/ 2010-2011.
2 ND CALL
Name of Work : - Execution of different schemes under Neturia Panchayat Samity.
SEALED TENDER are hereby invited by the undersigned from the bonafide and experienced Contractors,
Registered Co-operative Societies formed by unemployed Engineer and Labour Co-Operatives having credential of similar
nature of work and they have to abide by the following conditions.
1.(a) Application for Tender paper should be submitted to the undersigned during office hours up to (12.00 –
3.00)p.m. on 30/07/2010 along with valid S. Tax, I.Tax, P.Tax, PTCC, Trade license from Panchayat Samity /
Municipality & credential (in the form of payment certificate & completion certificate of a single work) of the Govt.
organization must be submitted in original and attested photocopy thereof at the time of application.
(b) In case of running work, supply order, and up-to-date payment certificate of the head of the Office must be
produced as above. The original documents will be returned after scrutiny & the photo will be preserved either by the
undersigned. Payment certificate should be latest by 4 (four) years of similar type of Supply / work done from the date of
application by the Contractor, Partnership Deed & other relevant papers (in case of registered fund/ company) should
produce at the time of application, if required.
2 Tender papers will be issued to the qualified Contractors on 03/08/2010 from 1.00 P.M. to 3.00 P.M.The
undersigned is not bound to issue tender papers to all the applicants. Decision of the undersigned regarding issue
of quotation papers is final.
3 Last date of dropping: - In sealed envelope on 06/08/2010 up to 1:00 P.M. and same will be opened
at 2.00 P.M.of same date. The intending Tender may remain appear at the time of opening of Tender. Open bid may
be called if the undersigned desires so. Any tenderer who is absent can not make any question about the open bid
after that.
4 Time is the essence of the contract. The successful contractor must be complete the work within the time specified for
completion. No extension of time will be allowed except in special case otherwise the payment will be made after
deducting @Rs. 4% per month of delay on gross bill or if any contractor fails to complete the work with in the
stipulated time the work order issued in his favour will be cancelled without assigning any reason therefore. The
undersigned may also proceed to get the balance work completed by any other means including through other
contractors. The excess expenditure, if, any due to such a step taken would be recoverable from the unpaid bills
security deposit of the tenderer. This is apart from any other penal measure the undersigned may take including
blacklisting of the contractors and forfeiting of earnest money.
5 Earnest money will have to be deposited as per Annexed above in the form of pledge N.S.C./ K.V.P. / National bank
draft in favour of the undersigned as per norms. The earnest money will be converted in to security money after
acceptance. Total 10% (including earnest money) money will be deducted from the bill as security deposit. The bill
will be paid after deduction of I.T. @ 2.04 %, S.T. 4% (without Vat Registration ), S.T. @ 2 % with VAT
(withVat Registration ) and building and other construction worker’s welfare Cess @ 1 %. The security money will
be released as per norms. Engineer’s co-operative societies are not required to deposit any earnest money.
6 The rate should be written both in figures as well as in words. If the Tender amount is less than 15% of the schedule,
an analysis of the Tender amount would have to be produced.
7 Incomplete tender will be rejected summarily. The successful tenders will have to execute a formal agreement on a
Non-judicial stamp worth Rs. 50.00(Fifty) within 7 working days from the date of receiving of work order, otherwise
they may be terminated.
8 All works will have to be done according to specification and drawing approved by the authority and as per direction
of the S.A.E. concern or Executive Officer, Neturia Panchayat Samity.
9 All rates shall be inclusive of all charges, royalty, toll charge, carriage etc.
10 Before starting the work the work site must be dressed and cleared by cutting all shorts of jungle, shrubs etc. it for
which no extra payment will be made.

11 Only one Tender Form will be issued to each Contractor for each scheme / Group of work.
12 The successful Tenderer will have to start the work within seven days from the date of issue of work order after
execution of formal agreement as per rule and will have to complete the work within the time allowed for completion.
The layout should be approved by the concern S.A.E.
13 Acceptance of the lowest Tenderer is not obligatory and the undersigned reserves the right to accept or reject any or
all the tenders without assigning any reason what so ever and also to split up the Tenderer work to more that one
contractor in the interest of scheme execution.
14 This Notice shall form part of terms and conditions of Tender and Tenderer shall be bound to abide by them.
15 Before submission of the Tender this Tender must visit the work site to judge the local condition from all corners and
no complain about the site will be entertained afterwards. It will be presumed that the Supplier offered the Tender
after reviewing entire position of the work site.
16 All working tools and plants and implements required for the work are to be arranged and supplied by the successful
Tenderer at his own cost.
17. The successful Tenderer will have to abide by the provisions of West Bengal Contract Labour (Regulation and
Abolition) Rules, 1972 as will be forced from time to time. If no labour license is obtained and produced by the
contractor payment will be withheld.
18. Claim for idle Labour from contractor will not be entertained under any circumstances.No claim will be entertained
for any increase in Railway freight and market price.
19. The tender form with quoted rate received after the due date and any change in Tender after opening of the Tender
will be out rightly rejected.
20. Those tenderer whose work are not satisfactory with the Neturia Panchayat Samity are may not be eligible to get the
tender paper.
21. Work value upto 1.5 lakh only final bill and above 1.5 lakh one R.A. bill & final bill will be paid to the Contractor.
22. The application form may be downloaded from the website www.puruliazp.in.
23. Any contractor may downloaded the application form & submit the same to the office of the undersigned within
stipulated date & time alongwith Bank draft payable to Neturia Panchayat Samity as the cost of application form
and other necessary documents.
