Notice Inviting Tender No. (01) /Civil/ NPS/ 20<strong>10</strong>-20<strong>11</strong>.<br />

2 ND CALL<br />

Name of Work : - Execution of different schemes under Neturia Panchayat Samity.<br />

SEALED TENDER are hereby invited by the undersigned from the bonafide and experienced Contractors,<br />

Registered Co-operative Societies formed by unemployed Engineer and Labour Co-Operatives having credential of similar<br />

nature of work and they have to abide by the following conditions.<br />

1.(a) Application for Tender paper should be submitted to the undersigned during office hours up to (12.00 –<br />

3.00)p.m. on 30/07/20<strong>10</strong> along with valid S. Tax, I.Tax, P.Tax, PTCC, Trade license from Panchayat Samity /<br />

Municipality & credential (in the form of payment certificate & completion certificate of a single work) of the Govt.<br />

organization must be submitted in original and attested photocopy thereof at the time of application.<br />

(b) In case of running work, supply order, and up-to-date payment certificate of the head of the Office must be<br />

produced as above. The original documents will be returned after scrutiny & the photo will be preserved either by the<br />

undersigned. Payment certificate should be latest by 4 (four) years of similar type of Supply / work done from the date of<br />

application by the Contractor, Partnership Deed & other relevant papers (in case of registered fund/ company) should<br />

produce at the time of application, if required.<br />

2 Tender papers will be issued to the qualified Contractors on 03/08/20<strong>10</strong> from 1.00 P.M. to 3.00 P.M.The<br />

undersigned is not bound to issue <strong>tender</strong> papers to all the applicants. Decision of the undersigned regarding issue<br />

of quotation papers is final.<br />

3 Last date of dropping: - In sealed envelope on 06/08/20<strong>10</strong> up to 1:00 P.M. and same will be opened<br />

at 2.00 P.M.of same date. The intending Tender may remain appear at the time of opening of Tender. Open bid may<br />

be <strong>call</strong>ed if the undersigned desires so. Any <strong>tender</strong>er who is absent can not make any question about the open bid<br />

after that.<br />

4 Time is the essence of the contract. The successful contractor must be complete the work within the time specified for<br />

completion. No extension of time will be allowed except in special case otherwise the payment will be made after<br />

deducting @Rs. 4% per month of delay on gross bill or if any contractor fails to complete the work with in the<br />

stipulated time the work order issued in his favour will be cancelled without assigning any reason therefore. The<br />

undersigned may also proceed to get the balance work completed by any other means including through other<br />

contractors. The excess expenditure, if, any due to such a step taken would be recoverable from the unpaid bills<br />

security deposit of the <strong>tender</strong>er. This is apart from any other penal measure the undersigned may take including<br />

blacklisting of the contractors and forfeiting of earnest money.<br />

5 Earnest money will have to be deposited as per Annexed above in the form of pledge N.S.C./ K.V.P. / National bank<br />

draft in favour of the undersigned as per norms. The earnest money will be converted in to security money after<br />

acceptance. Total <strong>10</strong>% (including earnest money) money will be deducted from the bill as security deposit. The bill<br />

will be paid after deduction of I.T. @ 2.04 %, S.T. 4% (without Vat Registration ), S.T. @ 2 % with VAT<br />

(withVat Registration ) and building and other construction worker’s welfare Cess @ 1 %. The security money will<br />

be released as per norms. Engineer’s co-operative societies are not required to deposit any earnest money.<br />

6 The rate should be written both in figures as well as in words. If the Tender amount is less than 15% of the schedule,<br />

an analysis of the Tender amount would have to be produced.<br />

7 Incomplete <strong>tender</strong> will be rejected summarily. The successful <strong>tender</strong>s will have to execute a formal agreement on a<br />

Non-judicial stamp worth Rs. 50.00(Fifty) within 7 working days from the date of receiving of work order, otherwise<br />

they may be terminated.<br />

8 All works will have to be done according to specification and drawing approved by the authority and as per direction<br />

of the S.A.E. concern or Executive Officer, Neturia Panchayat Samity.<br />

9 All rates shall be inclusive of all charges, royalty, toll charge, carriage etc.<br />

<strong>10</strong> Before starting the work the work site must be dressed and cleared by cutting all shorts of jungle, shrubs etc. it for<br />

which no extra payment will be made.<br />

<strong>11</strong> Only one Tender Form will be issued to each Contractor for each scheme / Group of work.<br />

12 The successful Tenderer will have to start the work within seven days from the date of issue of work order after<br />

execution of formal agreement as per rule and will have to complete the work within the time allowed for completion.<br />

The layout should be approved by the concern S.A.E.<br />

13 Acceptance of the lowest Tenderer is not obligatory and the undersigned reserves the right to accept or reject any or<br />

all the <strong>tender</strong>s without assigning any reason what so ever and also to split up the Tenderer work to more that one<br />

contractor in the interest of scheme execution.<br />

14 This Notice shall form part of terms and conditions of Tender and Tenderer shall be bound to abide by them.<br />

15 Before submission of the Tender this Tender must visit the work site to judge the local condition from all corners and<br />

no complain about the site will be entertained afterwards. It will be presumed that the Supplier offered the Tender<br />

after reviewing entire position of the work site.<br />

16 All working tools and plants and implements required for the work are to be arranged and supplied by the successful<br />

Tenderer at his own cost.<br />

17. The successful Tenderer will have to abide by the provisions of West Bengal Contract Labour (Regulation and<br />

Abolition) Rules, 1972 as will be forced from time to time. If no labour license is obtained and produced by the<br />

contractor payment will be withheld.<br />

18. Claim for idle Labour from contractor will not be entertained under any circumstances.No claim will be entertained<br />

for any increase in Railway freight and market price.<br />

19. The <strong>tender</strong> form with quoted rate received after the due date and any change in Tender after opening of the Tender<br />

will be out rightly rejected.<br />

20. Those <strong>tender</strong>er whose work are not satisfactory with the Neturia Panchayat Samity are may not be eligible to get the<br />

<strong>tender</strong> paper.<br />

21. Work value upto 1.5 lakh only final bill and above 1.5 lakh one R.A. bill & final bill will be paid to the Contractor.<br />

22. The application form may be downloaded from the website www.puruliazp.in.<br />

23. Any contractor may downloaded the application form & submit the same to the office of the undersigned within<br />

stipulated date & time alongwith Bank draft payable to Neturia Panchayat Samity as the cost of application form<br />

and other necessary documents.<br />
