Sealed tender are here by invited by <strong>the</strong> undersigned from <strong>the</strong> bonafide & experienced contractors,<br />

registered Co-operative Societies formed by Un employed Engineers & Labour Co-operatives having<br />

credential <strong>of</strong> similar type <strong>of</strong> work & <strong>the</strong>y have to abide by <strong>the</strong> following conditions :-<br />

1) a) Application for tender paper should be submitted to <strong>the</strong> undersigned during <strong>of</strong>fice<br />

hours up to 3.00 P.M. on 03/09/10 along with valid I. Tax/Pan Card, P. Tax, VAT (with challan <strong>of</strong><br />

last quarter return) & credential <strong>of</strong> 50% (Structural work), priority will be given on water<br />

structure work.) <strong>of</strong> tender amount (in <strong>the</strong> from <strong>of</strong> payment certificate & completion certificate<br />

<strong>of</strong> a single work) <strong>of</strong> <strong>the</strong> Engineer-In –Charge must be submitted in original & Photography<br />

<strong>the</strong>re<strong>of</strong>. Credential should in proper format (with due dedication Vat/ST, PT, IT, SD etc as per<br />

govt. norms).<br />

b) In case <strong>of</strong> running work, work order & up to date payment certificate <strong>of</strong> <strong>the</strong> Engineer-In<br />

–Charge must be produced above. The original documents will be returned after scrutiny & <strong>the</strong><br />

photocopy will be preserved by <strong>the</strong> undersigned. Payment certificate must be <strong>of</strong> last 4 years <strong>of</strong> a<br />

single work done by <strong>the</strong> contractor.<br />

c) Partnership deed & o<strong>the</strong>r relevant papers (in case <strong>of</strong> registered Firm company) should<br />

be produced at <strong>the</strong> time <strong>of</strong> application if required.<br />

2) Tender papers will be issued to <strong>the</strong> qualified contractor on 08/09/10 from 12.30 P.M. to<br />

3.00 P.M. The undersigned is not bound to issue tender papers to all <strong>the</strong> applicants. Decision <strong>of</strong><br />

<strong>the</strong> undersigned regarding issue <strong>of</strong> tender papers is final. The tender form may also be<br />

downloaded from <strong>the</strong> website <strong>of</strong> <strong>the</strong> <strong>Purulia</strong> <strong>Zilla</strong> Parishad (www.puruliazp.in) And <strong>the</strong> filled in<br />

tender form may be submitted under sealed cover to <strong>the</strong> undersigned by post or by courier<br />

service or by hand as may be deemed suitable. In case <strong>of</strong> tender form downloaded from website<br />

<strong>the</strong> cost <strong>of</strong> tender from shall be deposited by <strong>the</strong> intending tenderer by way <strong>of</strong> bank draft<br />

payable in favour <strong>of</strong> <strong>the</strong> undersigned.<br />

3) Tender paper should reach <strong>the</strong> under Signed within 12.30 P.M. on 10/09/10. Tender<br />

paper received after <strong>the</strong> schedule time & date will not be entertained. It will be opened on <strong>the</strong><br />

same date & fixed time at <strong>the</strong> <strong>of</strong>fice <strong>of</strong> <strong>the</strong> <strong>Hura</strong> <strong>Panchayat</strong> <strong>Samity</strong> at 2.00 P.M. The intending<br />

tenders may remain present at <strong>the</strong> time <strong>of</strong> opening.<br />

4) Time is <strong>the</strong> essence <strong>of</strong> contract. The successful contractor must complete <strong>the</strong> work<br />

within <strong>the</strong> time specified for completion. No. extension <strong>of</strong> time will be allowed except in special<br />

case. If any contractor fails to complete <strong>the</strong> work within <strong>the</strong> stipulated time <strong>the</strong> work order<br />

issued in his favour will be cancelled without assigning any reason <strong>the</strong>re <strong>of</strong>. The undersigned<br />

may also proceed to get <strong>the</strong> balance work completed by any o<strong>the</strong>r means including through<br />

o<strong>the</strong>r contractors. The excess expenditure, if any due to such a step would be recoverable from<br />

<strong>the</strong> unpaid bills/security deposit <strong>of</strong> <strong>the</strong> tender. This is apart from any o<strong>the</strong>r penal measure <strong>the</strong><br />

undersigned may take, including blacklisting <strong>of</strong> <strong>the</strong> contractors with forfeiture <strong>of</strong> earnest money.


5)<br />

The rate should be quoted in percentage both in figures as well as in words.<br />

6) Incomplete tender will be rejected summarily. The successful tenders will have to<br />

execute a formal agreement on a Non-Judicial stamp worth Rs. 10/= (ten) within 10 working<br />

days from <strong>the</strong> date <strong>of</strong> issue <strong>of</strong> acceptance letter.<br />

7) Audit report <strong>of</strong> last financial 02 years will have to be submitted in case <strong>of</strong> Engg. Coop. &<br />

Labour Co-op. societies. The tender forms are to be received by <strong>the</strong> Chairman or Secretaries or<br />

any member <strong>of</strong> <strong>the</strong> society having proper power <strong>of</strong> attorney. No tender form will be handed<br />

over to any outsider. Credential <strong>of</strong> similar type <strong>of</strong> works will have to be produced in case <strong>of</strong><br />

Engg. Co-op & Labour Co-operative.<br />

8) All works will have to be done according to specification & drawing approved by <strong>the</strong><br />

authority & as per direction <strong>of</strong> Executive <strong>Office</strong>r P.S.<br />

9) No consumable materials will be supplied to <strong>the</strong> agency for any work from <strong>the</strong> <strong>of</strong>fice <strong>of</strong><br />

<strong>the</strong> undersigned. Agency will be responsible for procuring all materials required for proper<br />

execution <strong>of</strong> work at his won cost.<br />

10) All rates shall be inclusive <strong>of</strong> all charges like royalty, toll charge, carriage etc.<br />

11) Before starting <strong>the</strong> work <strong>the</strong> work site must be dressed & cleared by cutting all sorts <strong>of</strong><br />

jungle, shrubs etc. For which no extra payment will be made.<br />

12) The contractors, who will not purchase <strong>the</strong> tender paper after qualifying, will not be<br />

allowed to participate in two consecutive tenders.<br />

13) The successful tenderer will have to start <strong>the</strong> work within seven days from <strong>the</strong> date <strong>of</strong><br />

issue <strong>of</strong> work order after Execution <strong>of</strong> formal agreement as per rule & will have to complete <strong>the</strong><br />

work within <strong>the</strong> time allowed for completion.<br />

14) Acceptance <strong>of</strong> <strong>the</strong> lowest tender is not obligatory & <strong>the</strong> undersigned reserves <strong>the</strong> right<br />

to accept or reject any or all tenders without assigning any reason what so ever & also to split<br />

up <strong>the</strong> tendered work to more than one contractor in <strong>the</strong> interest <strong>of</strong> scheme execution.<br />

15) Amalgamation <strong>of</strong> unemployed Engineers Co-operative & Labour Co- operative in any<br />

from should not be allowed towards cutting <strong>of</strong> eligibility in participation <strong>of</strong> tender.<br />

16) VAT/IT/Royalty/cess under BOCWACT at <strong>the</strong> prescribed rate will be deducted at source.<br />

17) This notice shall form part <strong>of</strong> terms & conditions <strong>of</strong> tender & tendered shall be Bound to<br />

abide <strong>the</strong>m.<br />

18) before submission <strong>of</strong> tender <strong>the</strong> contractor must visit <strong>the</strong> work site to judge <strong>the</strong> local<br />

condition from all corners & no plea/complain about <strong>the</strong> site will be entertained afterwards. It<br />

will be presumed that <strong>the</strong> agency <strong>of</strong>fered <strong>the</strong> tender after reviewing entire position <strong>of</strong> <strong>the</strong> work<br />

site.<br />

19) Separate tenders should be submitted in similar way for each work or group <strong>of</strong> work.<br />

20) All working tools & plants & implants required for <strong>the</strong> work are to be arranged &<br />

supplied by <strong>the</strong> successful tenderer, at his won cost.


21) The successful tenderer will have to abide by <strong>the</strong> provisions <strong>of</strong> West Bengal contract<br />

Labour (regulation & abolition) rules 1972 as will be in force from time to time. If no Labour<br />

license is obtained & produced by <strong>the</strong> contractor payment will liable to be with held.<br />

22) Claim for idle Labour from contractor will not be entertained under any circumstances.<br />

No claim will be entertained for any increase in Railway freight & market price.<br />

23) The tender received after <strong>the</strong> due date & time & any change in quotation after opening<br />

<strong>of</strong> <strong>the</strong> tender will be out rightly rejected. The department will not be responsible for <strong>the</strong> lost <strong>of</strong><br />

tender form or for <strong>the</strong> delay in <strong>the</strong> postal transit.<br />

24) Tenders will have to deposit <strong>the</strong> earnest money through Bank draft only in favour <strong>of</strong> <strong>the</strong><br />

undersigned.<br />

25) Accepted tenderers must receive Work Order/Supply Order within Seven days from <strong>the</strong><br />

dated <strong>of</strong> acceptance <strong>of</strong> tender failing which Work Order/Supply Order will be issued in favor <strong>of</strong><br />

2 nd lowest or as desired by <strong>the</strong> authority without assigning any reason.<br />

26) 1% Cess will be deducted from <strong>the</strong> bill to be paid to <strong>the</strong> contractors under <strong>the</strong> building &<br />

o<strong>the</strong>r construction works. Vide F.D. Order No. 853-F Dt.-01/02/2006.<br />

27) 8% Security Deposit money will be deducted in each bill & it should be paid to <strong>the</strong><br />

contractor after 6 month from completion <strong>of</strong> work with full satisfaction.<br />

28) Issuance <strong>of</strong> tender paper will rest upon <strong>the</strong> tender committee <strong>of</strong> this P.S.<br />

29) Details <strong>of</strong> <strong>the</strong> tender is enclosed here with in ANNEXURE.<br />
