At the data analysis stage, exposure to<br />

interventions may be associated with lower<br />

risk behavior. It is not possible to conclude<br />

from repeat cross sectional surveys such as<br />

BSS that the exposure is the cause <strong>of</strong> the<br />

behavior change, since there may have been<br />

other factors affecting risk behavior. Taken<br />

together with program process and output<br />

indicators, however, exposure data can help to<br />

clarify whether exposure to a program may<br />

plausibly have contributed to any observed<br />

changes in behavior.<br />

What it measures<br />

<strong>The</strong> purpose <strong>of</strong> this indicator is to document<br />

the reach <strong>of</strong> specific HIV prevention efforts<br />

in the population <strong>of</strong> interest. Increasing the<br />

coverage <strong>of</strong> intervention efforts to levels<br />

that can actually impact on the risk <strong>of</strong> HIV<br />

transmission can be a tremendous challenge<br />

for public health workers. A rise in this<br />

indicator over time measured progress towards<br />

achieving coverage <strong>of</strong> specific interventions in<br />

the sub-populations that are the intended<br />

beneficiaries <strong>of</strong> the programs.<br />

How to measure it<br />

<strong>The</strong> indicator can be constructed for many<br />

different elements <strong>of</strong> programming for adult<br />

groups. <strong>The</strong>se may range from recall <strong>of</strong> IEC<br />

messages to use <strong>of</strong> STI care services. Questions<br />

will obviously have to be situation-specific, and<br />

must be developed to meet the surveillance<br />

and program information needs <strong>of</strong> each<br />

country or region.<br />
