"unless <strong>the</strong>re is a specific finding that <strong>the</strong> individual<br />

involved has a loyalty to <strong>the</strong> Communist Party which<br />

overrides his loyalty to <strong>the</strong> U.S." Senator McCarthy<br />

termed this directive "treasonable".<br />

McCloy succeeded Eugene Meyer as president <strong>of</strong> <strong>the</strong><br />

World Bank from 1947-49, was appointed High<br />

Commissioner <strong>of</strong> Germany where he served from 1949-<br />

52, was chairman <strong>of</strong> <strong>the</strong> board Chase National Bank<br />

from 1953-61, and Rockefeller's attorney since <strong>the</strong>n. He<br />

is a director <strong>of</strong> Union Pacific, Westinghouse, ATT,<br />

Dreyfus, Squibb, & Mercedes-Benz.<br />

He married Ellen Zinsser, who is not o<strong>the</strong>rwise identified<br />

in McCloy's 1947 Current Biography; in <strong>the</strong> 1961 issue,<br />

she is identified as <strong>the</strong> niece <strong>of</strong> Hans Zinsser, a<br />

bacteriologist. This is odd, because she is also <strong>the</strong><br />

daughter <strong>of</strong> John Zinsser, partner <strong>of</strong> J.P. Morgan Co.,<br />

and chairman <strong>of</strong> <strong>the</strong> board <strong>of</strong> Sharp & Dohme chemicals.<br />

It is an interesting footnote to history that <strong>the</strong> son-in-law<br />

<strong>of</strong> a J.P. Morgan partner should be appointed U.S. High<br />

Commissioner <strong>of</strong> a vanquished Germany.<br />

The New York Times noted on Aug. 6, 1965, "J.J.<br />

McCloy Proposes Foundation Pattern for European<br />

Giving". He stated at Salzburg, "I wish that <strong>the</strong>re could<br />

be erected in Europe a <strong>com</strong>plex <strong>of</strong> foundations whose<br />

representatives could exchange thoughts with those <strong>of</strong><br />

American foundations and thus form a sort <strong>of</strong> informal
