Delano Roosevelt was already letting large Navy<br />

contracts in 1916, a year before we got into <strong>the</strong> war.<br />

Col. House wrote to President Wilson from London on<br />

May 29, 1914, "Whenever England consents, France<br />

and Russia will close in on Germany and Austria."<br />

While preparing for war, Woodrow Wilson campaigned in<br />

1916 on <strong>the</strong> slogan, "He kept us out <strong>of</strong> war". H.C.<br />

Peterson notes in "Propaganda for War", Univ.<br />

Oklahoma Press, 1939: "To a large extent, <strong>the</strong> 9 million<br />

people who voted for Wilson did so because <strong>of</strong> <strong>the</strong><br />

phrase, 'He kept us out <strong>of</strong> war'." Col. House later told<br />

Viereck that Wilson had concluded an agreement with<br />

<strong>the</strong> British in 1916, long before his campaign, to involve<br />

us in <strong>the</strong> war. Roosevelt repeated <strong>the</strong> process in 1939<br />

[prior to WW2].<br />

When we went into World War I, Wilson appointed his<br />

campaign fundraiser, Bernard Baruch, head <strong>of</strong> <strong>the</strong> War<br />

Industries Board. Baruch was later investigated by <strong>the</strong><br />

Graham Committee. He testified, "I probably had more<br />

power than perhaps any o<strong>the</strong>r man did in <strong>the</strong> war;<br />

doubtless that is true." He said <strong>of</strong> his prewar actions:<br />

"I asked for an interview with <strong>the</strong> President. I explained to him as earnestly<br />

as I could that I was deeply concerned about <strong>the</strong> necessity <strong>of</strong> <strong>the</strong><br />

mobilisation <strong>of</strong> <strong>the</strong> industries <strong>of</strong> <strong>the</strong> country. The President listened very<br />

attentively and graciously, as he always does, and <strong>the</strong> next thing I heard,<br />

some months afterward, my attention was brought to this Council <strong>of</strong> National<br />

Defense."
