had begun as <strong>the</strong> Abraham del Banco family, <strong>the</strong> largest<br />

bankers in Venice.<br />

An interesting technique is revealed by <strong>the</strong> Charter <strong>of</strong> <strong>the</strong><br />

Bank <strong>of</strong> England: it was slipped through as part <strong>of</strong> a<br />

tonnage bill, which was later to be<strong>com</strong>e a recognized<br />

parliamentary technique. The Charter provides that<br />

"rates and duties upon tonnage <strong>of</strong> ships are made<br />

security to such persons as shall voluntarily advance <strong>the</strong><br />

sum <strong>of</strong> 1,500,000 pounds towards carrying on <strong>the</strong> war<br />

against France."<br />

O<strong>the</strong>r European banks, such as <strong>the</strong> Banks <strong>of</strong> Genoa,<br />

Venice and Amsterdam, were primarily banks <strong>of</strong> deposit,<br />

but <strong>the</strong> Bank <strong>of</strong> England began <strong>the</strong> practice <strong>of</strong> coining its<br />

own credit into money, <strong>the</strong> beginning <strong>of</strong> <strong>the</strong> monetarist<br />

movement. The Bank <strong>of</strong> England soon created a "new<br />

class" <strong>of</strong> moneyed interests in <strong>the</strong> City, as opposed to<br />

<strong>the</strong> power <strong>of</strong> <strong>the</strong> old barons, whose fortunes derived from<br />

<strong>the</strong>ir landholdings. Of <strong>the</strong> five hundred original<br />

stockholders, four hundred and fifty lived in London. This<br />

was <strong>the</strong> dawn <strong>of</strong> <strong>the</strong> preeminence <strong>of</strong> <strong>the</strong> "City", now <strong>the</strong><br />

world's leading financial center. For this reason, <strong>the</strong><br />

Rothschilds identified <strong>the</strong>ir key American banks with <strong>the</strong><br />

code word "City".<br />

Early descriptions <strong>of</strong> <strong>the</strong> shareholders <strong>of</strong> <strong>the</strong> Bank <strong>of</strong><br />

England identify <strong>the</strong>m as "a Society <strong>of</strong> about 1300<br />

persons". They included <strong>the</strong> King and Queen <strong>of</strong> England,<br />

who received shares to <strong>the</strong> value <strong>of</strong> 10,000 pounds<br />

each; Marlborough, who invested 10,000 pounds -- he
