The solicitude for Hoover's collection may have been<br />

influenced by <strong>the</strong> fact that he had saved <strong>the</strong> infant<br />

Bolshevik regime from extinction by rushing large<br />

quantities <strong>of</strong> food to <strong>the</strong>m.<br />

Hoover's collection also included <strong>the</strong> <strong>com</strong>plete secret<br />

files <strong>of</strong> <strong>the</strong> German War Council during World War I, a<br />

gift from President Ebert; Mata Hari's diary, and sixty<br />

rare volumes from <strong>the</strong> Czar's personal library. Many <strong>of</strong><br />

<strong>the</strong> collections were permanently sealed. Time noted that<br />

<strong>the</strong> Hoover Institution contained 300 sealed collections,<br />

which no one has ever been allowed to examine.<br />

One can only speculate whe<strong>the</strong>r interested parties,<br />

perhaps <strong>the</strong> Rothschilds, Hoover's employers,<br />

determined at <strong>the</strong> close <strong>of</strong> World War I, to remove <strong>the</strong><br />

secret documents <strong>of</strong> Europe's warring nations to some<br />

far-<strong>of</strong>f place, such as <strong>the</strong> West Coast <strong>of</strong> America, to<br />

lessen <strong>the</strong>ir political liability, damaging evidence <strong>of</strong><br />

various acts <strong>of</strong> collusion.<br />

The initial organization <strong>of</strong> <strong>the</strong> material was done by a<br />

Stanford pr<strong>of</strong>essor <strong>of</strong> history, Ehpraim D. Adams (1865-<br />

1930). Adams and his wife were installed in an <strong>of</strong>fice in<br />

Paris May 22, 1919, to receive <strong>the</strong> first shipments <strong>of</strong><br />

documents. O<strong>the</strong>r <strong>of</strong>fices were opened in Berlin, London,<br />

and New York. Aiding Adams were Dr. Alonzo Engelbert<br />

Tyler, who had been educated at <strong>the</strong> University <strong>of</strong> Berlin,<br />

served on War Trade Board 1917-19, and staff member<br />

<strong>of</strong> Stanford Food Research Institute; Dr. Carl Baruch
