eported widespread attacks on Hoover in <strong>the</strong> Belgian<br />

press, "that President Hoover, during his Belgian Relief<br />

days, had manifestly been party to a scheme to make<br />

money out <strong>of</strong> Belgium."<br />

Hoover was <strong>the</strong>n appointed U.S. Food Administrator in<br />

Washington. Although <strong>the</strong> operation was principally run<br />

by Lewis L. Strauss <strong>of</strong> Kuhn, Loeb Co., Hoover still<br />

depended heavily on his longtime associate, Edgar<br />

Rickard. On Nov. 13, 1918, Hoover sent a letter to<br />

President Wilson requesting authority for Edgar Rickard<br />

"to act in my stead" while he was in Europe. Wilson<br />

signed <strong>the</strong> letter Nov. 16, 1918, "Whereas by virtue <strong>of</strong><br />

exec. order Nov. 16, 1918, Edgar Rickard now exercises<br />

all powers heret<strong>of</strong>ore delegated to Herbert Hoover as<br />

U.S. Food Administrator." Rickard assumed <strong>the</strong> title <strong>of</strong><br />

"Acting Food Administrator in Washington" according to<br />

a letter from Herbert Hoover Jan. 17, 1919, "since my<br />

departure to <strong>com</strong>e to conference in Paris."<br />

The U.S. Food Administration was <strong>the</strong>n split into four<br />

divisions, Sugar Equalization Board, Belgian Relief, U.S.<br />

Grain Corp. and U.S. Shipping Board. On Dec. 16, 1918,<br />

Wilson sent a letter to <strong>the</strong> State Dept. an executive<br />

order, "Please pay at once to <strong>the</strong> U.S. Food<br />

Administration Grain Corp. $5 million from my fund for<br />

National Security and Defense." The order was referred<br />

to <strong>the</strong> Secretary <strong>of</strong> Treasury for payment and approved.<br />
