making a separate peace with Germany. The Empress,<br />

fearful <strong>of</strong> criticism, refused to receive him, and after<br />

spending <strong>the</strong> night at <strong>the</strong> palace, he was escorted back<br />

to <strong>the</strong> German lines.<br />

To keep Germany in <strong>the</strong> war, Paul Warburg, head <strong>of</strong> <strong>the</strong><br />

Federal Reserve System, hastily arranged for credits to<br />

be routed to his bro<strong>the</strong>r, Max Warburg, through<br />

Stockholm to M.M. Warburg Co. Hamburg. Food<br />

presented a more difficult problem. It was finally decided<br />

to ship it directly to Belgium as "relief for <strong>the</strong> starving<br />

Belgians". The supplies could <strong>the</strong>n be shipped over<br />

Rothschild railway lines into Germany. As director for this<br />

"relief" operation, <strong>the</strong> Rothschilds chose Herbert Hoover.<br />

His partner in <strong>the</strong> Belgian Relief Commission was Emilie<br />

Francqui, chosen by Baron Lambert, head <strong>of</strong> <strong>the</strong> Belgian<br />

Rothschild family.<br />

The plan was so successful that it kept World War I<br />

going for an additional two years, allowing <strong>the</strong> U.S. to get<br />

into <strong>the</strong> "war to end wars". John Hamill, author <strong>of</strong> "The<br />

Strange Career <strong>of</strong> Herbert Hoover" states that Emile<br />

Francqui, director <strong>of</strong> Societe Generale, a Jesuit bank,<br />

opened an <strong>of</strong>fice in his bank as <strong>the</strong> National Relief and<br />

Food Committee, with a letter <strong>of</strong> authorization from <strong>the</strong><br />

German Gov. Gen. von der Goltz. Francqui <strong>the</strong>n went to<br />

London with this letter, ac<strong>com</strong>panied by Baron Lambert,<br />

head <strong>of</strong> <strong>the</strong> Belgian Rothschilds, and Hugh Gibson,<br />

secretary <strong>of</strong> <strong>the</strong> American Legation in Brussels.
