Shotwell was Honorary Chairman <strong>of</strong> <strong>the</strong> San Francisco<br />

Conference to Organize <strong>the</strong> United Nations with Alger<br />

Hiss. When Hiss was arrested, Shotwell succeeded him<br />

as President <strong>of</strong> <strong>the</strong> Carnegie Endowment for<br />

A key member, Philip C. Jessup had such a long record<br />

<strong>of</strong> association with Communist front groups that not a<br />

single Senator dared to vote for his confirmation as U.S.<br />

Representative to <strong>the</strong> U.N. in Oct. 1951. President<br />

Truman stubbornly refused to withdraw his name, but<br />

sent him as an "alternate" delegate. Jessup had been<br />

assistant to Elihu Root at <strong>the</strong> Hague Court; he was<br />

Herbert Lehman's Asst. Sec. General <strong>of</strong> UNRRA, whose<br />

deputy, Laurence Duggan later fell out <strong>of</strong> <strong>the</strong> window.<br />

Jessup had represented <strong>the</strong> U.S. at <strong>the</strong> Bretton Woods<br />

Conference, and was Alger Hiss' assistant in Charge <strong>of</strong>
