Every American worker is regularly<br />

reminded <strong>of</strong> one Rockefeller Foundation<br />

"boon to mankind" when he receives his<br />

mutilated pay check with <strong>the</strong> "withholding<br />

tax" ripped from it. In 1943, at <strong>the</strong> height <strong>of</strong><br />

World War II, Congress passed an<br />

"emergency" wartime tax bill, <strong>the</strong> Current<br />

Tax Payment act <strong>of</strong> 1943. Enacted on<br />

June 9, 1943, <strong>the</strong> bill became known as<br />

<strong>the</strong> Withholding Tax. The "emergency"<br />

ended some forty years ago, and in <strong>the</strong><br />

intervening decades <strong>the</strong> bill has been and<br />

it is illegal. It is illegal because it is not<br />

"withholding" and because it is not a tax.<br />

Since it is not what it claims to be, it<br />

cannot be enforced, as it has no legal<br />

standing.<br />

In legal terms, <strong>the</strong> withholding tax is a<br />

garnishee. Webster defines a garnishee<br />

as a legal notice served with a writ <strong>of</strong><br />

attachment to attach <strong>the</strong> wages <strong>of</strong> a debtor<br />

on behalf <strong>of</strong> a creditor. However, <strong>the</strong>
