president <strong>of</strong> <strong>the</strong> Nugan Hand Bank branch in Hawaii;<br />

Edwin Wilson, who is now in prison for arms deals; and<br />

Don Beazley, now <strong>of</strong> Miami.<br />

Nugan Hand Bank expanded as Australasian and Pacific<br />

Holdings Ltd., a front for Air America and o<strong>the</strong>r CIA<br />

"investments". General Eric Cocke Jr., a Washington<br />

public relations <strong>of</strong>ficer, was Nugan Hand's Washington<br />

representative. From <strong>the</strong> outset, <strong>the</strong> bank was actively<br />

engaged in <strong>the</strong> drug trade. Lernoux says <strong>the</strong> bank<br />

controlled <strong>the</strong> $100 million "Mr. Asia" heroin syndicate<br />

which arranged a number <strong>of</strong> contract murders. Hand<br />

boasted that Nugan Hand Bank was paymaster for CIA<br />

operations anywhere in <strong>the</strong> world.<br />

In Saudi Arabia, Nugan Hand Bank handled <strong>the</strong> huge<br />

outlays <strong>of</strong> Bechtel Corp. in its billion dollar operations.<br />

Bechtel employees were told <strong>the</strong>y must bank with Nugan<br />

Hard. The Manila <strong>of</strong>fice <strong>of</strong> Nugan Hand was run by Lt.<br />

Gen. Leroy J. Manor, who had been Chief <strong>of</strong> Staff <strong>of</strong><br />

U.S. forces in Asia. The CIA station chief at Bangkok,<br />

Red Jansen represented Nugan Hand in Thailand. We<br />

may recall that Gen. Donovan, founder <strong>of</strong> <strong>the</strong> OSS, had<br />

gone to Thailand in 1953 as U.S. Ambassador.<br />

Nugan Hand's important contacts with government<br />

<strong>of</strong>ficials, perhaps greased with handouts from its huge<br />

drug operations, shielded it from investigation. In 1978,<br />

despite repeated <strong>com</strong>plaints about Nugan Hand's<br />

international drug operations, <strong>the</strong> Australian Federal
